Regional National Society Development Coordinator - Grade 4 -
Purpose of position: | |
To achieve Strategy 2020's Strategic Aims, the Regional National Society Development Coordinator will serve as advisor, coach and ensurer, as appropriate, to the governance and management of the four NSs in South Asia region, namely Afghanistan Red Crescent Society (ARCS), Bangladesh Red Crescent Society (BDRCS), Nepal Red Cross Society (NRCS) and Pakistan Red Crescent Society (PRCS), ICRC Cooperation Delegates and when required PNS Counterparts operating bilaterally in the region to identify, discuss and support the agreed upon development processes and create the necessary environment and timing for especially above mentioned NSs to embark on these processes: - Technical support to NS Governance in legal base and statutory matters when requested by NSs in coordination with Heads of IFRC Country Delegations - Organizational Development and Capacity Building: in consultation with PRU OD manager, country delegations and PNS Representatives identify appropriate organizational development and capacity building activities required by NSs in non-programming areas and develop appropriate and sustainable plans to implement accordingly beyond the day to day support to capacity building and organizational development. - Strategic Planning: work to support the ARCS, BDRCS, PRCS and NRCS, together with IFRC country delegations, to ensure that recently developed strategic plans will turn to short and long term operational plans linked to harmonized movement support plan. - Tsunami Operations Finalisation: work, together with the country delegations in Sri Lanka and the Maldives, to finalise the wrap up of Tsunami operations. - Support National Societies in countries without IFRC country representation when requested in coordination with the Regional Preparedness and Resilience unit (PRU). - Strengthen Regional Partnerships by supporting and coordinating regional wide resource mobilization activities. This includes, but not limited to, to partnership and roundtable meetings. To achieve the above listed the Regional National Society Development Coordinator (RNSDC) will work closely with a Team composed of Regional PRU Coordinator and/or OD Manager, and Supporting Services Coordinator and/or a Finance Development Delegate, a Regional PMER, Communications and Advocacy delegate as well as the SA and the whole Asia Pacific OD Practionners network. | |
Description of Duties: | |
Specific duties, responsibilities, and accountabilities This RNSDC role is framed within a coherent and consistent approach to National Society Development support at Asia Pacific Zone level. As such s/he will be involved in a collective approach to planning the local contextual aspects of a wider AP Zone OD & Volunteering strategy linked to the implementation of the Federation's Strategy 2020. The position will support National Society Development (OD and Capacity Building) throughout South Asia as required but with specific direct country-level focus on the NS of the Organisational Development work: At country level, the RNSDC will ensure appropriate confidence building measures with the host NS that lead to an environment of trust and cooperation to ensure the needed buy in process and the ownership of the Development process by the NS. - NS Strategic Positioning: i) Offer the NS governance and management leadership ways to review their overall domestic positioning and strengthen key areas of Development work such as legal base strengthening and strategic planning. This should include participatory methodologies to achieve internal consensus for change, ownership over critical analysis, and development of specific strategies to address identified issues. ii) Support the National Society to negotiate a harmonised Movement support plan to achieve its Strategic Plan, and to facilitate, as needed, a Cooperation Agreement Strategy with Movement and other partners that builds sustainability and accountability; iii) Assist NS in learning from experiences of other NS operating in similar contexts and link to various knowledge sharing opportunities available within and outside the Movement under the coordination of Zone AP OD and Volunteering Unit. - NS Change Management: i) Offer support and bring value addition to ARCS, BDRCS, NRCS and PRCS leaders and counterparts in setting of internally owned change goals, objectives and expected results. ii) Advise appropriate NS change managers on development of holistic change processes described within an NS Development Plan iii) Act as a resource person to offer NS change managers access to appropriate and relevant tools, policies, guidelines and internal and external support where support not given by the PRU. - Assistance to other key stakeholders involved in OD Processes with SA NS i) IFRC Programmes Managers, HoRD, HoDs, Programme Coordinators ii) ICRC Cooperation Delegates (Delhi, KL) iii) PNS Managers/Representatives iv) OD practioner's network Capacity Building work: - The RNSDC will organise training of appropriate local Federation staff and NS programme counterparts as necessary to provide skills and tools to support the NS to identify capacity building needs in advocation for regular self-assessment within the NS in the areas of Communications, Humanitarian Advocacy and Resource Mobilisation when not supported by PRU etc. to achieve the strategic aims set out in 2020. - Assist the NS to identify ways to strengthen its planning, monitoring, evaluation and reporting, human resource development, communications, and resource mobilisation systems and procedures if not covered by PRU operations. i) Assist the NS to identify locally available external resource persons or other regional peers from other NS across the AP Zone to help in developing skills and competencies of its senior and middle management in agreed capacity building areas in non-programming areas. - The RNSDC will be responsible for ensuring finalization of all Tsunami wrap-up operations in Sri Lanka and Maldives are fully completed as defined in the attached bending list generated in December 2011. In addition, the RNSDC will provide support to tje Sri Lanka and Maldives delegations to facilitate smooth transition from reporting to Tsunami Unit in Kuala Lumpur, back to standard line management in South Asia Regional Office. | |

Experience of mentoring /coaching, training and managing staff Proven track record of working for Red Cross/Red Crescent Movement Minimum 10 years' experience of working for a humanitarian aid organisation in a developing country Minimum 2 years' experience of facilitating organisational development process especially strategic planning Experience and/or knowledge in project design, budget, monitoring, evaluation and reporting Experience in financial management development and fund-raising Experience in local capacity building, volunteer management and community development Working knowledge of Federation's Organisational Development tools especially VCA, National Society Strategic Planning, National Society Self-Assessment, CAS and Capacity Building Indicators. | |
