BACKGROUND


The Director Human Resources, Asia will lead and support line management in the building and retention of a competent, motivated and productive workforce, fully resourced with talented managers and key specialists and with the capacity to achieve IUCN Asia programme results, whilst ensuring that IUCN policies and global best practices in human resources management are implemented in the Region.

SPECIFIC DUTIES AND RESPONSIBILITIES

RESPONSIBILITIES

1. Lead a highly motivated and competent team of HR professionals
2. Oversee all Human Resource functions and operations in IUCN Asia
3. Lead on strategic HR planning and initiatives in the Region
4. Play a key role in policy and procedure development and compliance
5. Guide and advise the Asia Regional Directorate and other senior managers on all human resources matters
6. Play a key role in the overall management and organisational development of IUCN Asia Region
7. Lead on the management of all HR matters in the Asia Regional Office and associated
units in Thailand.


DUTIES
1. Lead a highly motivated, competent and productive team of HR professionals

1.1. Manage an efficient and productive Regional Human Resources Unit.

1.2. Motivate and build the technical capacity of the Human Resources Management Group (HRMG) in Asia (i.e. the Regional HR Unit Team, country level HR Staff and focal points) as a regional team, facilitating the cross exchange of knowledge and skills to ensure that HR has adequate capacity to deliver and that the individual competencies of the team are shared and fully utilised.

1.3. Provide guidance, support, coaching and mentoring to HRGM in the exercise of their responsibilities, with a particular emphasis on crisis pre-emption and grievance management.

1.4. Develop the greater capacity of HRGM (regional) to support line managers in people management and on-going appraisal processes and to provide strategic advice to senior management.

1.5. Further develop a common service and problem solving approach to HR operations across the region in consonance with global requirements.

1.6. Arrange productive Human Resources Management Group (regional) meetings on a regular basis.

1.7. As Regional HR Focal Point work with HQ on the decentralisation of the HR function from HQ to the regional offices, acting as the interface between the Asia Region on strategic policy matters concerning the HR function.

2. Oversee all Human Resource functions and operations in IUCN Asia

2.1. Hold the Human Resources Management Group (HRMG) in the Asia Region technically accountable for :
2.1.1. Implementation of/compliance with IUCN policies and procedures and best practice in regard to all components of the HR management cycle
2.1.2. Effective and efficient provision of human resources services to all component units and offices of IUCN Asia Region.
2.1.3. Staff costs budgetting
2.1.4. Administration and monitoring of consultants’ contracts

2.2. Provide direct technical supervision to HR Managers; and to HR Officers/HR focal points as and when specified.

2.3. Advise line management as and when necessary

2.4. Assist with conflict pre-emption/management/resolution as, when and where necessary.

2.5. Facilitate open communications with employees regarding all matters that affect employees and their employment.

2.6. Guide the implementation of the Grievance Procedure and the Termination Procedure across the Region.

2.7. Ensure that HR functions and services in the region are monitored on a regular basis and undertake periodic HR Audits.

3. Lead on HR strategic planning and initiatives in the Region

3.1. Lead in the development of an organizational identity, culture and ethos that supports the IUCN Code of Conduct and Professional Ethics for the Secretariat and IUCN’s Mission with an emphasis on equity, transparency, quality, continuous improvement, and high performance in the region.

3.2. Oversee the development and update of flexible Staffing and Recruiting plans which anticipate and respond to the changing needs of the Programme.

3.3. Oversee the development and implementation of capacity building and career development programmes based on organisational and employee needs (including improved performance management competencies and entrepreneurial skills).

3.4. Work in concert with Global HRMG towards compensation and benefit systems which are equitable and reflect market values.

3.5. Oversee the development and implementation of a Staff Retention Strategy for the Region.

3.6. Guide and coordinate the development and implementation of regional action plans in response to the findings of Staff Surveys.

3.7. Guide the use of the HR Management System (HRMS) and collaborate with Global HRMG to ensure that regional concerns are addressed.

3.8. Guide the development of a consultant’s fee structure and data base.


4. Play a key role in policy and systems development and compliance

4.1. Lead on the input from the region to HQ for the development and/or revision of high quality but realistic global Human Resource Management initiatives, policies, procedures and practices which enable staff to perform at their highest capacity both individually and in teams.

4.2. Ensure that equal opportunity and gender concerns are incorporated in policies and given due regard in practice across the Region.

4.3. Work with HRMG to refine established systems e.g. the Post Evaluation system.

4.4. Ensure that IUCN Asia human resources management policies, procedures and Conditions of Service are aligned with the global IUCN, comply with any laws applicable to IUCN in its various locations across the region and that practices comply with requirements laid down by regulatory agencies, taking into account host Country Agreements where relevant;

4.5. Together with the Director Finance lead on the input from the region for the reviews/revisions of the global policies with Human Resource impacts such as the Delegation of Authority and Travel policy and in their adaptation for the Asia Region; advise line management on relevant interpretation and compliance issues.


5. Guide and advise the Asia Regional Directorate and other senior management team on all HR matters including but not exclusive to:-

5.1. Advise Regional Management in a timely manner on HR Risk management issues which will affect the organizational performance, including issues relating to such issues as, legal compliance, performance and conduct, employee relations.

5.2. Advise the Regional Director on all internal communications regarding any matter that affects staff including structural and policy changes as well as HR matters.

5.3. Provide regular HR reports to the RD and Asia Regional Directorate (ARD) together with sound analysis of challenges, trends and recommendations to enable sound decision making and support encourage HR managers/officers to provide reports of a similar nature to country level senior management.

5.4. Advise Regional Management and especially the Regional Budget Committee on staffing matters for the region, especially with regard to staff cost budget.


6. Support to RD in organizational management and development

Working collaboratively with the Deputy Regional Director Programme and the Director Finance:-

6.1. Regularly monitor the various operations and offices, to advise the Regional Director on the operational viability of programmes, projects and offices and whether they use IUCN’s resources efficiently and cost effectively.

6.2. Assist the Regional Director in direction setting and the development and implementation of effective corporate strategies for better management and sustainability of the Asia Programme.

6.3. Assist in the development of organizational performance assessment systems and tools e.g. performance indicators for corporate and management objectives.

6.4. Maintain regional organisational charts and assist management with organisational design and co-ordinate consultative processes in respect to management structures, design and classification of positions, and human resource planning in the context of the mission, goal and objectives of the Asia Regional Programme.

6.5. Proactively support in all ways possible the gradual transition towards sub-regional structuring.

6.6. Take a lead role in coordinating strategic and management reviews and the smooth and timely implementation of recommendations, with a particular responsibility for sound internal communications and pre-empting and/or managing conflict.

6.7. Advise the Regional Director in change management strategies and the evolution of the organisational structure; and enable smooth restructuring and/or reorganizations.

7. Lead on the management of all HR matters in the Asia Region Office and associated units in Thailand

7.1 Supervise the Regional HR Manager and HR Officers in:-
7.1.1. Implementation of/compliance with IUCN policies and procedures and best practice in regard to all components of the HR management cycle
7.1.2. Effective and efficient provision of human resources services to ARO and associated units
7.1.3. Staff cost budgetting
7.1.4. Administration and monitoring of consultants’ contracts.

7.2. Provide support and guidance to managers in people management.

7.3. Lead in conflict pre-emption/management/resolution as and when necessary.

8. Other tasks

8.1. Prepare and manage the unit’s budget & financial reporting requirements and develop internal management systems.

8.2. Represent IUCN internally and externally in regard to the Human Resources function to learn and share best practices as required.

8.3. Lead negotiations with external organisations/agencies re HR matters such as, secondment and internship agreements and recruitment.

8.4. Establish a Human Resources Practitioners Network

8.5. Carry out any other relevant task required by, and mutually agreed with, the Regional Director.

REQUIREMENTS


• At least 10 year’s experience in a senior management position in an international environment.

• Advanced degree in HR management, or similar academic qualification;

• Knowledge of all aspects of international human resources management.

• Experience of handling a cross-cultural work force in a multi cultural, multi disciplinary setting.

• Extensive work experience in Asia.

• Cultural awareness and sensitivity to gender issues.

• Excellent managerial, analytical, interpersonal, negotiating and team building skills.

• Ability to work under pressure, deal tactfully with sensitive issues.

• Willingness to maintain a balance between the operational demands and the strategic aspects of the post.

• Demonstrated skills and practice in strategic planning, policy, performance & change management;

• Fluency in written & spoken English, computer literacy and willingness to travel frequently.

SALARY

The gross annual salary for this position is in the range from USD 71'950 to USD 89'937.
