ADMINISTRATION OFFICER - THETA, Uganda

THETA is a registered Ugandan non-governmental organization dedicated to improving the health of Ugandans by promoting collaboration between the Traditional and Biomedical Health Systems. THETA’s focus is to build and support long term in-depth relationships between traditional and formal health care systems and operates closely with the district leadership to implements activities through the existing community structures and net works. POSITION: ADMINISTRATION OFFICER

Reports to: Finance and Administration Manager

Roles and Responsibilities:

  1. Human Resource management
  • Assist in the development, review and implementation of THETA HR policies.
  • Manage the staff insurance and medical schemes, coordinate the periodic insurance renewal process to ensure the ease of access to the benefits by staff.
  • Manage a result oriented staff performance system for individuals and departments to ensure achievement of organisational objectives.
  • Coordinate the THETA staff training and capacity building programmes
  • Advise management on pay and other remuneration issues, including organization’s salary scale reviews, promotions and benefits.
  1. Administration
  • Propose administration goals, activities and monitor budgets in relation to the overall THETA work plan and budget.
  • Ensure the proper management of utilities and ensure the timely settlement of the related bills.
  • Oversee office establishment and manage office layout, rental agreements as well as ensuring proper maintenance and cleanness of the Office premises as well as the management of stores.
  • Responsible for marketing the facilities for rental purposes (Conference hall, Office space etc)
  • Supervise all office security in terms of ensuring all entrances to THETA premises have functional and proper locking systems.
  1. Procurement
  • Design / review the relevant procurement documents as define by the THETA procurement manual.
  • Advise user departments and procurement committee on procurement processes and procedures.
  • Coordinate with user departments to develop quarterly and annual procurement plans and consolidate them into the THETA wide quarterly and annual procurement plans.
  • Timely solicit for goods, services and works required for office/ field use as requested by contracts committee.
  • Prepare organisational Procurement reports and act as Secretary to the procurement committee.
  1. Logistics, stores and vehicle management
  • Develop and continuously update the fixed asset register, ensure that all organizational assets are adequately insured at all times and are maintained in good repair, safe and secure.
  • Supervise the management of the THETA vehicle fleet, ensure timely vehicle repairs and servicing, ensure optimal utilization of fuel and produce vehicle maintenance and fuel efficiency reports.
  1. Staff Management
  • Supervise and evaluate performance of all directly reporting staff and provide periodic feedback to Head of Department on their performance.
  • Any other duty as assigned by your supervisor.

Requirement:

  • Bachelor of Business Administration, Bachelor of Arts (SS), Bachelor of Arts in Dev't Studies or Humanities and any other related study disciplines
  • Post graduate qualification in any field of management (HR, procurement, transport and logistics) is essential
Required skills
  • Excellent report writing skills, Excellent use of microsoft word and Exel, team building skills, NGO working experience desirable.
