The General Secretariat directs all the administrative and financial aspects of the Union's activities, including the implementation of the provisions of the administrative regulations on operational questions, the dissemination of information on telecommunication matters for operational and other purposes, the provision of legal advice to the Bureaux of the Union and the departments of the General Secretariat, logistic support to the Union's activities including conferences, the coordination of the work of the Union with other international organizations, the dissemination of information to the Member States and Sector Members, press, corporate and individual users of telecommunications and the general public. The General Secretariat is also responsible for the organization of world telecommunication exhibitions and forums.
Organization Unit:
Within the General Secretariat, the Information Services Department (IS) is the focal point for the ITU information technology infrastructure which includes standards, user support and training, communication services (postal mail, voice, image, video, data), network services (file, print and computing), information exchange services (messaging, database, document base), desktop services (office productivity tools), administrative applications and software development environments. The Information Services Department manages the physical, human and organizational resources needed to design, deploy, operate, maintain and support the ITU information infrastructure. It also represents ITU in inter-organization meetings and committees related to information technology management.
Duties / Responsibilities
Under the direct supervision of the Head, Infrastructure Services Division, the incumbent will be responsible for driving development and coordination of ITU's Contingency Planning (CP) capabilities, and lead efforts within Information Services Department to establish a DR/BC policy and plan. The incumbent performs the following duties:
  • Provides leadership to drive the development of ITU's Contingency Planning (CP) capabilities through coordination of comprehensive and periodic Business Impact Analyzes (BIA) across the ITU's sectors, general secretariat, and field offices, which include threat attack identification/prioritization, business unit analysis, dependency analysis, attack scenario development, potential damage assessment, and subsequent Business Continuity (BC), Disaster Recovery (DR), or Incident Response (IR) plan.
  • Provides leadership within the CP effort to establish a BC policy and develop a BC plan based on the ITU BIA and Enterprise Risk Management (ERM) efforts. Develops necessary relocation strategies. Ensures adequate testing and maintenance of the BC plan.
  • Leads efforts within IS Department to establish a DR plan. Determines maximum tolerable downtime for critical ITU business functions, assess exposures to risk, and defines recovery objectives in the event of a disaster. Ensures adequate testing and maintenance of the DR plan.
  • Assists in organizational efforts to develop an IR policy and IR plan covering incident identification, response, and recovery. Provides principal emergency coordination efforts during a disaster.
  • Promotes, communicates, and reports ITU CP efforts and BC/DR/IR plans by developing plan and process documentation, training and awareness materials, and relevant technical and managerial reports.
  • Liaises with partners, suppliers, and consultants to obtain additional BC/DR/IR services and support, as necessary, to satisfy ITU CP requirements. Develops technical specifications/cost proposals for procurement/contractual services. Oversees related RFP processes and solution implementations and support.
  • Contributes to IS Department managerial efforts (enterprise architecture planning, risk assessments, and ICT strategy).
  • Performs other duties as required.
  • Qualifications required
    Education:
    Advanced university degree in Business Administration, Management of Information Technology, or other ICT related fields OR education in a reputed college of advanced education with a diploma of equivalent standard to that of an advanced university degree in one of the fields above. For internal candidates, a first university degree in one of the fields above in combination with ten years of qualifying experience may be accepted in lieu of an advanced university degree for promotion or rotation purposes.
    Experience:
    At least seven years of progressively responsible experience in project management and/or management of information systems including at least three at the international level. Proven experience managing a major BC/DR project for a mid- to large organization with thorough knowledge and understanding of BIA, risk management, and project management. Certification in areas of BC or DR would be a definite advantage. A Doctorate in a related field can be considered as a substitute for three years of working experience.
    Languages:
    Knowledge of one of the six official languages of the Union (Arabic, Chinese, English, French, Russian, Spanish) at advanced level and knowledge of a second official language at intermediate level. Knowledge of a third official language would be an advantage. (Under the provisions of Resolution No. 626 of the Council, a relaxation of the language requirements may be authorized in the case of candidates from developing countries: when candidates from such countries possess a thorough knowledge of one of the official languages of the Union, their applications may be taken into consideration.)

  • Extensive experience with advanced application software, including presentation, spreadsheet, word processing, and project management software tools and applications.
  • Experience in leading and conducting meetings, seminars and workshops.
  • Experience in writing technical and managerial reports.

    Annual Salary: (Net of Tax)
    132,499.- USD - 171,699.- USD without dependants
    142,285.- USD - 185,624.- USD with dependants
