Afghanaid Monitoring, Evaluation, Accountability and Learning Specialist

  1. The Organisation Afghanaid is an international NGO (www.afghanaid.org.uk), registered in the UK, specializing in Afghanistan since 1981. Afghanaid has been assisting and facilitating people-driven processes of recovery and development to address rights, entitlements and needs of Afghans in some of the most remote areas of the country for nearly three decades. Afghanaid’s Board of Trustees is based in the UK, together with its registered office. The Head Office is located in Kabul. Afghanaid works in four provinces, namely Badakhshan (north-eastern region), Samangan (northern region), Ghor (western region) and Nuristan (eastern region). 18 district offices and 4 provincial offices serve these provinces, which are well resourced with experienced and skilled Afghan women and men staff, with management support and technical guidance provided by a roving team of senior national and international managers based in Kabul. Afghanaid has over 400 staff members, 97% of them are Afghans.
    Afghanaid is mandated to facilitate and support Afghan women, men and children in their fight against poverty, inequality and vulnerability through a range of interventions, most supporting grass-roots and local level capacity development, facilitating local development processes, and institution building. Evidence of change from Afghanaid’s programme work leverages its national level advocacy and policy influencing work. All advocacy and policy influencing work of Afghanaid’s is embedded in its grassroots programming work. Afghanaid values knowledge generation from its work and sharing for replication and/or scaling up by itself and others. The evidence of the impact of Afghanaid’s work has earned it recognition, respect and identity with stakeholders within and outside the country. Afghanaid’s work is guided by four pillars: Economic Rights (Food Security and Agriculture Growth; Rural Financing, Market Access and Rural Enterprise); Social Rights (Water, Sanitation and Hygiene; Education); Civil Rights (Gender Equality; Community Development; Local Governance); Right to Life (Humanitarian Response; Disaster Risk Reduction).
  2. The Role Under the overall steer of the Project Manager of the WASH project the incumbent will provide strategic direction on the Management Information System and M&E specifically relating to the WASH project funded by DFID through the Global Poverty Action Fund

2.1 Duties and Responsibilities The MEAL specialist will be responsible for guiding the overall MEAL strategy and implementation of the WASH project with the following specific responsibilities

3.1.1 System Development: i. Assessment of current WASH MIS and M&E, reporting and result tracking, identify gaps and weakness, existing capacity and donor requirement
ii. Guide and coordinate the review of standard logframe and project based logframe of various donors iii. Provide technical advice for the revision of performance indicators iv. Ensure realistic intermediate and end-of-project targets are defined v. Develop standard framework and check list for baseline study (for analyzing situation at project start) vi. Identify sources of data, collection methods, who collects data, how often, cost of collection and who analyzes it. vii. Develop tools and matrix for risks assessment at different level viii. Prepare calendar of M&E activities and budget forecast relating to the WASH project

3.1.2 Implementation of System: i. Design the framework for the physical and process monitoring of project activities ii. Promote a results-based approach to monitoring and evaluation, emphasizing results and impacts.
iii. Coordinate the preparation of project reports, generated on quarterly, bi-annual and on annual basis from the data-base system using Access and SPSS data analysis and interpretations
iv. Undertake regular visits to the field to support implementation of M&E and to identify where adaptations might be needed. v. Foster participatory planning and monitoring by training and involving primary stakeholder groups such as provincial and district team and to some extent project beneficiaries vi. Prepare draft TORs for baseline survey, mid-term review, final evaluation, and impact assessment in accordance to the project guidelines and Afghanaid’s strategic direction. vii. Facilitate, act as resource person, and join if required any external supervision and evaluation missions. viii. Monitor the follow up of evaluation recommendations

3.1.3 Lessons learned i. Consolidate a culture of lessons learning involving the staff and allocate specific responsibilities. ii. Document, package and disseminate lessons preferably on annual basis or with ending of the project.

  1. Qualifications and experience: i. Master’s degree in Management Science such as Business Management, Project Management, Public Administration or Social Science ii. 5-7 years of experience in M&E, MIS development and project management iii. Sound understanding of logical framework approach and other strategic planning approaches; iv. Understanding of DFID log-frame and monitoring result frame work will be added value v. Excellent reporting writing skills including quantitative and qualitative analysis; vi. Good understanding of SPSS and Access; vii. Leadership qualities, personnel and team management; viii. Excellent English writing and speaking; familiarly with Pashtu or Dari will be added value
