GOAL Safety and Security Officer
GOAL has been operational in Haiti since the earthquake on 12th January 2010. The programme is structured around two central pillars of Community Development and WASH. Security continues to be an important support function of our programme. The security situation in Haiti is stable but ever changing so the security function has a very important role to ensure that security risk to our programme is minimized to an acceptable level.
General Description of the Role: The Safety and Security Manager (SSM) will advise GOAL senior management in Port Au Prince on all safety and security related issues and ensure that the senior management team is kept informed of security developments and is in a position to take appropriate action when required. The SSM is responsible for ensuring that appropriate systems and procedures are in place to maximize the safety and security of all GOAL staff and that they are adhered to at all times. The SSM is responsible for working with programme managers at all levels to ensure that safety and security is mainstreamed into all areas of operations.
Overall Objectives of the position: • To ensure that appropriate systems and procedures are in place and are fully operational • To undertake regular threat assessments and risk analysis. • To ensure that all GOAL staff have a high awareness of the safety and security risks they face while working in Haiti and that they take all necessary steps to minimize the risks they face or to mitigate the impact of a safety or security event occurring. • To make sure that there is a balance between acceptance and protection security strategies. • To have overall management of the security department • To ensure that the appropriate security policy is in place in all areas of operation
This will be achieved through establishing appropriate infrastructure, providing initial and ongoing training and support supervision to all staff and institutionalising the collection, analysis and dissemination of security information.
Key Duties are: • To be the focal point for Safety and Security issues with GOAL in Haiti. • To be familiar with GOAL’s Safety and Security procedures and policies and support the respective Country Director and Area Coordinators in ensuring that these are adhered to at all times. • To keep continually under review all safety and security procedures and policies, ensuring that they are kept relevant to the evolving safety and security context of each location. • Undertake regular risk assessments on all of GOALs activites. • Ensure that all preparedness measures as laid out in the security guidelines are in place, in particular evacuation plans and security trees. • Regularly conduct field visits to assess the field sites compliance with safety and security procedure. • Provide recommendations to the Country Director and Programme Managers on any aspect of a field sites safety or security management which requires improvement. Included in the recommendations should be guidance on how to implement the recommended improvements. • Implement and advise on in-country training for GOAL staff in relation to safety and security. Develop an individualized training programme for all senior staff and as required source external training to meet identified training needs. • Ensure vehicle and personnel tracking systems are appropriate, fully resourced and operational • Attend meetings, read security updates and obtain accurate information based on multiple sources. • Liaise with UNDSS, MINUSTAH, UNJOTC as well as the NGO community (Joint Security Forum) and any other parties with respect to security issues. • Initiatea, review and collate security incident reports for each location. • Provide security briefings as part of induction for new staff and visitors. • Prepare daily updates and a weekly security situation report for the Country Director. • Manage 2 security supervisors and 1 security officer • Perform regular capacity building, provide support and complete performance appraisals. • Ensure that up to 20 GOAL guards are adequately trained and performing their duties in a professional manner • Manage the relationship and performance of GOAL’s external security programme • Provide capacity building support to field office security focal point
Requirements: (educational, language, etc.) • At least 3 years experience with responsibility for security • Experience working overseas in a 'conflict' situation • Sound judgment, diplomatic tact, and mature common sense; • Experience in liaising with various agencies in relation to security • Experience in working with a team • Experience in designing and providing security training • French language preferable, Haiti experience desirable
