Financial Controller - GOAL Haiti

GOAL has been in Haiti for over 2 years and continues to support communities to recover from the 2012 Earthquake and Cholera outbreaks. The programme will be focused on recovery from these twin emergencies and also begin developing a development programme. The programme has three core sectors. Community Development, Economic Development and WASH. The aim is to be operational in all three sectors in Port au Prince and Gressier.

General Description of the Role: The main purpose of this position is to oversee all financial operations for GOAL Haiti. GOAL's ultimate aim is to build the capacity of national staff, minimizing expatriate input where possible and promoting self-reliance in the communities in which it operates.

Key Duties: 1. Ensure timely submission of monthly reports to GOAL Dublin comprising the Sage data set, Donor Status Reports, supporting schedules and other reports as required. 2. Be familiar with and ensure that donor guidelines are followed at all times. 3. Ensure timely submission of donor reports, government reports and other reports to GOAL Dublin and/or the relevant authorities. 4. Ad hoc preparation of budgets for proposals to be sent to donors, in accordance with donor guidelines and deadlines, in liaison with GOAL Dublin’s Operations Accountant. 5. Set up and assume overall responsibility for comprehensive Donor/Project files, ensuring that paperwork (including but not restricted to proposals, budgets, contracts, financial and operational correspondence, and financial and operational reports) is present and correct. 6. Preparation and finalisation of annual budget and rolling budgets, in collaboration with the senior management team and department heads, for submission to GOAL Dublin. 7. Ensure all relevant staff have received up-to-date training on budget management and forecasting, and the Donor Status Report. 8. Monitor and control current expenditure to ensure that it stays within available funding and agreed budgets. Highlight, as appropriate, under / over spends and agree actions required.
9. For proper budget monitoring ensure that budgets are allocated accordingly to Head Office and to Project Managers, with separate identifiable coding. 10. Overall responsibility for management of cash flow. 11. Review and submit monthly funds requests to GOAL Dublin, ensuring that donor funds are tracked and that cash balances held in country are kept to a minimum. 12. Prepare year-end financial statements, arrange and ensure timely completion of year-end audit. Liaise with auditors with respect to donor and GOAL Dublin audit requirements and facilitate audit work. 13. Maintain and improve appropriate systems of internal control and make use of IT where possible to improve financial systems. Give adequate support and training to all staff, local and international, on controls and systems in place to mitigate current and potential risks (operational, logistical, financial and compliance related) 14. Anticipate future financial staffing needs based on changes in the overall level of GOAL Haiti’s activities in consultation with GOAL Haiti’s Country Director. 15. Responsible for recruitment and training of finance staff, including in-house training as required/requested in order to build capacity. 16. Maintain job descriptions for all Finance staff and carry out bi-annual staff appraisals.
17. Ensure that field staff (local and expatriate) including Project Managers and Programme Coordinators are trained in monthly financial reporting and ongoing financial procedures for field site operations. 18. Ensure that adequate support is given to field finance and admin staff as well as budget holders. Regular trips to Gressier as necessary. 19. In coordination with the Logistics Coordinator, ensure that there are regular reviews of the procurement paperwork and stock control, particularly in relation to Field Offices, ensuring that it is in accordance with the GOAL procurement manual. 20. Oversee physical control of assets. 21. Produce relevant, useful and timely information to the Country Director with respect to the current financial position and financial consequences of any proposed decisions or activities. 22. To work at all times in a manner that promotes teamwork within GOAL and assists in the achievement of GOAL’s programme aims. 23. Assist department heads in building the capacity of all of GOAL’s national staff. 24. Assist the Country Director wherever possible with donor liaison. 25. Ensure that GOAL Ireland’s and GOAL Niger’s financial procedures and policies are adhered to at all times.
26. Undertake any other duties that may be requested by the Country Director.

Person Specifications (Requirements):

• Qualified accountant with at least 3 years post graduate experience in country of origin and prior overseas experience in a similar role. • Working knowledge of reporting requirements for institutional donors, specifically EU/ECHO • Demonstrated analytical and conceptual skills to plan projects, timetable agreed activities and oversee staff activities. • Demonstrated management skills to deal with a large team and a myriad of tasks. • Ability to work in French. • Ability to accept the potential of insecurity and willingness to adhere to security guidelines. • Outgoing personality with excellent communication and training skills. • Good team player, flexible and capable of working with an international country team. • Previous experience of Sage a benefit • Intermediate to advanced skills in Microsoft Excel, including familiarity with Microsoft Word and Access.
