Global Fund, Awards and Compliance Officer, Contracts - Washington DC

PSI seeks a Global Fund Awards and Compliance Officer to support PSI’s portfolio of Global Fund awards and subawards. The incumbent will: 1) provide award support and guidance to Grants and Contracts, International Organizations, program and platform staff on Global Fund compliance questions; 2) create guidance documents that not only explain Global Fund requirements for both prime awards and subawards but also support program needs and reflect best practices; 3) share negotiation strategies; 4) identify training needs to ensure award functions are implemented as consistently as practicable across the global organization; 5) support the development of award monitoring tools and templates; 6) promote compliance with subrecipient monitoring best practices, and perform duties to ensure PSI’s subrecipient monitoring systems function; 7) work to the highest ethical standards for award management and support sharing of best practices and tools. This position reports to the Principal Compliance Officer, Grants and Contracts.

RESPONSIBILITIES:

Administration • Track Global Fund prime award terms and conditions, including any anomalies across awards • Maintain basic information about awards. • Accumulate and share information on Global Fund negotiation strategies and history • Support the design, implementation, management and monitoring of Grants and Contracts systems and workflow processes and procedures. • Maintain permanent files according to protocols, including prime and subaward documents regarding funding or other terms and conditions.

Award Oversight Support
• Carry out award reviews prior to signature. Identify decision points to be addressed prior to award signature. Awards vary greatly because Global Fund terms and conditions frequently change. Extensive review of previous awards is required to identify new or revised terms and conditions. • Provide support to staff negotiating awards to ensure that the best available terms are included in Global Fund awards coming to PSI and are to the greatest extent possible consistent with PSI policy and procedures.
• Work closely Grants and Contracts staff, International Organizations staff, program staff, and platform staff to provide guidance on Global Fund award management issues.

Subaward Monitoring Support
• Provide support for the development of tools and update or revise current tools to be used by platforms, Grants & Contracts, and program staff as appropriate to assess and select subrecipients/subcontractors, monitor subrecipients and subcontractors and work toward PSI’s timely close-out of subawards and subcontracts. Tools may include, but are not limited to, subaward and subcontract formats, subaward and subcontract manuals by funder, pre-award evaluation and post-award monitoring checklists. • Support development of subaward trainings. • Participate in the preparation of responses to Global Fund audit requests and specific reporting requirements for subawards.

Compliance Support • Perform research on Global Fund policies and procedures and prepare written responses to queries from platform offices and HQ. • Remain current on changes within Global Fund through resource sites, publications, and continuing education; maintains up to date resource library for staff to use, and provides training and refresher sessions on pertinent topics. • Develop recommendations for standard language and responses to ensure consistency of practice.
• Support efforts around capacity-building and ensure that tools and templates meet program implementation needs. • Work closely with the Principal Compliance Officer to ensure alignment of subawards with prime award terms and conditions. • Perform other duties as assigned

QUALIFICATIONS: • BA or equivalent experience
• 2-4 years of increasingly responsible experience in federal and/or private grants/contracts management • Demonstrated project management and organizational skills – especially with time-sensitive work. • Ability to compose in an organized, logical, and concise manner reports, presentations, memos or other written documents based on analysis of information • Familiarity with funders such as Global Fund, UN agencies, World Bank, DFID, KFW and foundations. • Demonstrated expertise with researching, interpreting, and applying funder regulations. Knowledge of funder rules and regulations, including federal regulations (FAR, AIDAR, cost principles, OMB circulars), and other administrative requirements is a plus • Excellent verbal and written communication skills • Proficiency in MS Word and Excel • Highly developed collaboration, management, and leadership skills • Demonstrated experience in exercising discretion and judgment
