Job description: B2 Deputy Programme Manager

Reporting lines

The Deputy Programme Manager will report to a Programme Managers, with the relevant Team Leader serving as the Quality Assurer.

The role

The Deputy Programme Manager will be Project Officer for one or more projects or programmes, and will support the Programme Manager and Team Leader in ensuring that the team’s portfolio is managed effectively in line with Blue Book guidance and good practice.

The Deputy Programme Manager will work closely with advisers and will demonstrate strong team working skill, as well as good attention to detail.

Objectives

  1. To undertake Project Officer responsibilities for specific projects and programmes, ensuring that all relevant project management is consistent with Blue Book requirements and other aspects of corporate compliance.
  2. To build relationships with project partners and other stakeholders to ensure effective and efficient programme management, with particular reference to financial management, procurement and value for money.
  3. To act as the “Quality Assurer” for projects and programmes for which you are Project Officer, ensuring the quality and accuracy of all forecasts, budgets and other financial information loaded on to the internal DFID Information Management System (ARIES).
  4. To provide clear and accurate briefing on projects or programmes when requested, eg in preparing for high level visits, responding to enquiries from the public. Ensure all documents are clearly presented in “plain English”, particularly those targeted at an external audience.
  5. To contribute to the wider objectives of DFID Bangladesh through actively participating in policy and other business processes.

Specific tasks

Project Officer

  • Manage and implement projects in line with DFID policy guidelines detailed in the internal Blue Book document and other good practice guidance.
  • Negotiate relevant Memoranda of Understanding, contracts and other formal documents.
  • Ensure specific project tasks (Annual and Project Completion reviews, asset register checks etc) are completed within required time period, and involve all relevant team members.
  • Ensure project performance is monitored regularly, including through visits. Work with Lead Adviser on annual reviews and completion reports as appropriate.
  • Read all relevant quarterly progress reports. Discuss key issues with Lead Adviser to ensure smooth implementation of programme.
  • Ensure all DFID bilateral procurement is consistent with Blue Book requirements. Seek support of Local Contracts Officer and Procurement Adviser as appropriate, eg to utilise wider DFID framework agreements to ensure vfm, and to monitor procurement practices of multilateral partners.
  • Ensure multilateral procurement processes meet DFID requirements.

Stakeholder Management

  • Build relationships with programme team counterparts in partner organisations, eg NGOs, government, multilaterals. Clearly communicate DFID requirements for ensuring “Blue Book” requirements, with particular regard for the programmes for which you are Project Officer.
  • Represent DFIDB at meetings as required (eg, Project Steering Committees; donor groups; Government Ministries; NGO Boards and Project Managers).

ARIES Quality Assurer

  • Take personal responsibility for checking the that information entered into ARIES is accurate and up to date, reflecting the team’s forecasts and recommendations including pre-pipeline, pipeline, original budget and amended budget information.
  • Ensure budget and forecast information is regularly explained to the team and other relevant colleagues in office, for example the Departmental Finance Officer.
  • Ensure other project cycle information, for example reviews and project completion reports are input on to ARIES as appropriate.

Programme Information/ Briefing

  • Provide clear and accurate briefing on projects or programmes when requested. Contribute to planning/briefing for high level visits. Draft clear, concise and accurate replies to letters from MPs, members of the public, or Parliamentary Questions within deadline specified.
  • Maintain all Standing Briefs, Core Briefs and “1-pagers”. Ensure these are clear, up-to-date and circulated around the team.

Cross-office tasks

  • Provide cover for Programme Manager and other Deputy Programme Managers in their absence.
  • Participate actively and effectively in team away-days and office in-weeks.
  • Take part in other cross-office working groups or committees (Health and Safety, Staff Development, Change Management, People Survey, SAIC (Staff Appointed in Country) Executive Committee etc., as appropriate.
