Opportunity Tanzania Limited is a Microfinance Institution with Branches in Dar-Es-salaam, Arusha, Moshi, Morogoro and Iringa. As the part of Opportunity's International network, OTL’s mission is to make available to the economically disadvantaged members of Tanzanian society, small business loans and other appropriate financial services that, coupled with the necessary training, enable them to develop and sustain income generating and job creating enterprises.
As an expanding company were are looking for key staff in the following vacancy
Position:
Finance Manager
Duty station:
Head Office, Dar Es Salaam
Reports to:
Chief Executive Officer
Overall purpose of the job
·       To prepare financial and management accounts, analytical review, statutory compliance and other duties in connection with
·       Manage OTL’s treasury to ensure profitable operations and compliance with existing regulations;
·      Supervise the accounting and financial management functions of the institution
Academic/ professional qualifications
·       Certified Public Accountant (CPA–T) or similar qualification.
·       Bachelor  degree in Accountancy or business Administration majoring in finance, banking or financial institution
·       Above 5 years working experience in financial institution
·       Skills relating to accounting, budgeting and overhead control, financial reporting

·       Good knowledge in economic and financial topics

·       Good knowledge of the requirements of Bank of Tanzania, and other regulatory agencies

Banking Compliance Regulations and Legal Legislation
·       Advanced knowledge of  related statutory and regulatory banking compliance regulations, accounting principles, and tax laws
·       Knowledge of the general Banking or Financial Services Act, banking laws and regulations, and local employment and labor laws
·       Knowledge of the lending, banking and transformation products policies and procedures
·       Knowledge and experience in international accounting policies and procedures including finance,MIS,IT,Payroll,HR related employment policies and regulations, unsecured staff advances,investment,and purchasing,leasing and acquisition of real property.

Planning and Performance Management
·       Ability to develop accounting policies and procedures
·       Ability to deliver business goals
·       Ability to monitor and asses achievement against performance targets ,quality standards and services agreements that aligns with business plan
·       Excellent organization,delegation,work,and time management skills

·       Advanced skills related to the consolidation,preparation,and submission of regulatory,statutory and accounting reports

Key Responsibilities


·       Leads the development of an overall business plan for OTL that includes, among other things, the branch targets and projections;
·       Continuous monitoring of the financial performance of the company  against  business plans;
·       Provides support to Head Office and the Branches in preparation of the business plan and monitoring of the annual operating plans and budgets;
·       Establishes, reviews, and updates financial policies and procedures that are relevant and cost effective to the company;
·       Acts as a member of the Asset Liability Management Committee (ALCO) and furnishes the ALCO with the necessary information for them to make “sound, viable decisions;”
·       Performs functions specified by the BOD and/or ALCO in relation to establishing broad guidelines for the institution’s tolerance for risk, and expectations from investment;
·       Introduces measures to enhance the credibility and objectivity of financial statements and reports prepared with reference to the affairs of OTL;
·       Measures and controls the institution’s funding requirements;
·       Manages access to funds; Makes periodic assessment of liabilities and liability holders; Explores borrowing arrangements;
·       Ensures that there is adequate control of cash and other assets (budgetary management and control) according to laid down policies, both in the head office and the branches;
·       Develops contingency plans for OTL to withstand liquidity crises, and updates the contingency plans, as the need arises;
·       Recommends to the ALCO and Board of Directors policies or changes on policies on liquidity and funds management, and ensures timeliness, applicability, and practicality of these policies;
·       Maintains the finance management manuals, including treasury and accounting and ensures that all changes related to policies and procedures would be incorporated in the manual;
·       Provides technical oversight to the branch accountants in formulating and implementing the branch accounting system;
·       Ensures absolute compliance to regulations on liquidity, capital adequacy, and provisioning; as well as to reporting requirements set by Bank of Tanzania (BoT) and other regulators;
·       Attends to inquiries, on-site or off-site, from Bank of Tanzania, other regulators, and external auditors, and provides due assistance to the regulators and external auditors during inspection;
·       Ensures that OTL maintains adequate and accurate records including balance sheet and periodic statements of income and expense;
·       Ensures Bank, Drawdown and Mobile Money accounts’ reconciliations are up to date
·       Ensure Management and control of Fixed assets
·       Provides the Finance Department staff the necessary training and other support to enable them to fulfill their duties accordingly;
·       Supervises, monitors, and evaluates the work of the finance  staff and provides input to the annual staff appraisal exercise;
·       Advisor to the CEO and Senior Management on all matters relating to finance including treasury and accounting;
·       Submit timely financial returns to the BOD,OIN, Senior management, regulators, and other stakeholders;
·       Liaises with tax authorities/ consultants whenever necessary;
·       Maintains insurance portfolio and ensures that all claims are settled without undue losses to the company.
·       And any other duties that may be assigned by the CEO from time to time.
