General introduction

The following are eligible to apply:

Staff members with at least five years of continuous service with the Office are encouraged to apply and will be given special consideration at the screening and evaluation stage.

In accordance with the Staff Regulations and letters of appointment, successful candidates for positions in the Professional category would be expected to take up different assignments (field and Headquarters) during their career, the desirable length of an assignment in any specific position being two to five years, following which the incumbent should be willing to move to another assignment and/or duty station.

The specific language requirements for this position are detailed hereunder. Candidates whose mother tongue is not one of the ILO working languages (English, French and Spanish) shall possess a fully satisfactory working knowledge of at least one of the working languages in order to apply. INTRODUCTION
The position is located within the Director's Office of the Department of Communication and Public Information (DCOMM). DCOMM is responsible for strategic leadership of the communication function at the ILO, promoting through targeted and tailored communications the work of the ILO, in particular the contribution the Organization makes to the realization of social justice through its Decent Work Agenda.

The Planning and Co-ordination Officer will work in close liaison with DCOMM's management team, the Director-General's Cabinet, the Policy departments and the regions to develop the ILO global communication calendar, including the elaboration of the ILO's public messaging. In addition, the incumbent will co-ordinate the delivery of the global communication strategy within DCOMM, across technical units and the field offices and track progress through a "dashboard" of performance indicators.

The Planning and Coordination Officer will report to the Director of DCOMM.
Description of Duties
Specific duties

1. Advise managers on progress in the implementation of the ILO global communication strategy. Compile and analyse quarterly performance indicators and advise managers on remedial action as appropriate.

2. Develop the ILO annual Communication Guidance, working in close collaboration with the heads of policy departments, Cabinet and the regions to identify the main communication priorities for the year. Work with policy leads and the field to develop the ILO global communication calendar, facilitating negotiation between policy leads where necessary to ensure main report launches and high-profile activities maximize visibility for the ILO's work and do not compete with one another.

3. Provide technical advice to policy departments and regions on the development of specific communication plans, ensuring that they conform to the values and goals of the ILO global communication strategy. Be their first point of contact on communications issues.

4. Develop innovative tools and processes to build communications capacity at the regional and local levels. Identify needs and commission and oversee the development of materials (e.g. master classes) to be made available on the communication collaborative space. Coordinate the global network of regional communications focal points.

5. Take the lead in planning ILO participation in UN-system communication activities, in close collaboration with relevant policy departments and field offices and in liaison with UN counterparts.

6. Provide advice on strategic communications and coaching to regions as required, especially in the context of emergency or crisis situations.

7. Monitor trends in, and the public conversation on, the world of work, and advise management on the positioning of the ILO and its messaging.

8. Assist the Director by drafting reports, briefings and other documents as may be required by the Director in connection with the implementation of the ILO's global communication strategy.

These specific duties are aligned with the relevant ILO generic job description, which includes the following generic duties:

1. Cover the work of a programme or group of programmes, identify public information needs and opportunities, and develop communication/public information strategies.

2. Write, edit and revise material for distribution, ensuring conformance to approved information policies and standards as well as professional journalistic style, accuracy and objectivity.

3. Provide technical advice to senior officials and/or public information staff in the field on the most effective public information and communication methods and approaches.

4. Coordinate and ensure the dissemination of publications and promotional materials. Contribute to multi-media and other promotional campaigns and special events.

5. Administer the computerized needs of the department, prepare materials for the internet and web-sites, and develop and maintain media and other contacts lists.

6. Act as spokesperson for the programme area(s) and the department at public information meetings, conferences and press briefings. Make presentations to various groups on the activities of the organization.
Required Qualifications
Education
Advanced university degree in communications, journalism, international relations, liberal arts or other relevant discipline, or its equivalent.
Experience
Seven years of professional experience in journalism, public information or related fields of work of which at least three years at the international level.

Excellent command of English and excellent command of another working language (French, Spanish).

Additional Information:
Evaluation (which may include one or several written tests and a pre-interview competency-based assessment centre) and the interviews will tentatively take place between May and August 2015. APPENDIX II CONDITIONS OF EMPLOYMENT
- Any appointment/extension of appointment is subject to ILO Staff Regulations and other relevant internal rules.
- The first contract will be issued for a twelve-month period (for Geneva-based positions) and a twenty-four month period (for non Geneva-based positions)
- A successful external candidate will be on probation for the first two years of assignment.
- Any extension of contract beyond the probation period is subject to satisfactory conduct and performance.

Please note that the above salary levels are determined according to the criteria established by the International Civil Service Commission. The ILO is international public sector employer and salary and other employment conditions are not negotiable.

Other allowances and benefits subject to specific terms of appointment:
  • Children's allowance (except for the first child if the dependent rate of salary is paid in respect of that child);

Salaries and emoluments are exempt from taxation by the Swiss authorities and, on the basis of international agreements or national law relating to presence or residence abroad, are generally exempt from taxation by other governments. In the absence of exemption, in most cases tax paid will be reimbursed in accordance with an ILO document which will be supplied upon request.

While the successful candidate will be initially working in Geneva, he/she may be assigned to any duty station designated by the Director-General of the ILO.
