Assistant Protection Officer, NOA (Temporary Assistance for 6 months)

1. Duties and Responsibilities
- Assists in dealing with individual cases or groups of refugees and other persons of concern to UNHCR, in particular those at risk of statelessness, through interviews, correspondence, etc. and handles cases by taking the necessary steps with local authorities;
- Assists in assessing determination of refugee status, granting of asylum, prevention of refoulement or expulsion, risk of statelessness, issuance of necessary documentation, such as identity and travel documents, and proper registration in birth and civil registers;
- Assesses internal social and economic rights of refugees and other persons of concern to UNHCR, such as persons at risk of statelessness.
- Maintains close contacts with local authorities and NGOs;
- Keeps abreast of relevant developments in the field of jurisprudence, legislation and regulations’;
- Undertakes other duties as required.

2. Minimum Essential Qualifications Required
• University degree in Law, International Law, Political Science or related field;
• Previous job experience: 2 years;
• Job experience relevant to the function: 2 years;
• Proficiency in English language (proficiency in other languages of the Organization would be an asset).

3. Desirable Qualifications and Competencies
• Experience in Litigation, esp. before regional and international bodies;
• Excellent written and oral communication skills;
• Excellent drafting and technical research and writing skills;
• Computer literacy.

4. Work Relationships
• To give, obtain and exchange information requiring discussion and explanation. Contacts are predominantly with persons on routine subject matters.

5. Application of Guidelines

• Direct supervision received from the Protection Officer. The incumbent will also refer to UNHCR handbooks and relevant policy papers on refugee issues;

6. Supervision Exercised and Guidance Given
• May supervise some support staff.
