II. Objectives of the assignment

The UN JPLG is a 5 year joint programme of ILO, UNCDF, UNDP, UN-HABITAT and UNICEF. The partners in the Joint Programme are the District Councils and associated Government structure. The Programme is aligned to the programming frameworks of the Somaliland Reconstruction and Development Programme (RDP) 2008-12 and the United Nations Somali Assistance Strategy (UNSAS) 2011 -2015 . The outcome of the RDP is to achieve decentralized service delivery in all of Somaliland. The outcome of the UNTP is that local governance contributes to peace and equitable priority service delivery in selected locations. In addition the UN JPLG is in line with UNDP CPD.

It is envisaged to achieve as wide coverage in Somalia as resources and conditions allow with a comprehensive approach to assist local governments to be credible, professional service providers, increasing public investment in basic services, and strengthening civic awareness and participation in local decision-making and development. The strategy pursued will comprise:
(i)policy and legal frameworks for decentralization, local government, service provision and land management,
(ii)institutionalizing local government systems, vertical and horizontal inter-government linkages and civic education initiatives,
(iii)investment in public services and goods through testing a Local Development Fund model, direct service provision and promotion of public-private partnerships, and
(iv)processes and systems for housing, land and property disputes and resolution.

UNDP’s interventions as part of the JPLG can be summarized as follows:
1.Support the strengthening and capacity development of local governance structures and including elected councilors and staff.
2.Provide support to the functioning of district councils, including building the awareness of the district councils of their mandates, duties and responsibilities, and building their operational, administrative, planning and budgeting.
3.Support the delivery of services at local level financed from a local development fund, managed by the district councils and implemented through a participatory planning and budgeting process.
4.Assist authorities in improving legislation related to local governance, decentralization, and fiscal transfer mechanisms, and in building the long-term capacity of local staff.

Objective:
The objective of the assignment is to improve the capacity development and specifically training capacity of the JPLG service providers (local NGOs, universities and institutes) in Puntland, Somaliland and south central Somalia

Purpose:

•Assist to develop a foundation for quality capacity development activities for central government institutions, district councils and district administration to move towards more demand driven capacity development interventions within the JPLG rather than the 100 percent supply driven as is the case now.

III. Functions / Key Results Expected
The tasks of the consultant are as follows:
Under the overall guidance of UNDP/JPLG and in close collaboration with the other participating UN agencies in the JPLG and the JPLG Programme Coordination Unit, as well as the Puntland, Somaliland and Transitional Federal Government Interior ministries and sub national administrations:
•Prepare an inception report in the first 3 days of the consultancy which outlines a time line and key tasks and deliverables.
•Prepare a list and get agreement of the current service providers contracted by any of the UN participating UN agencies in the JPLG in Somaliland, Puntland and south central Somalia who are primarily engaged in capacity development initiatives of local governments in Somalia.
•Prepare and get agreement on the core competencies required by service provider contracted by the JPLG which cover capacity development methodologies such as:
oPreparation of ‘formal’ training sessions and lessons plans, including a range of adult learning techniques such as experiential, simulation, role play, ‘chalk and talk, use of overheads projector, use of power points, and peer learning;
oface to face ‘formal’ training;
oon the job support following formal training;
ocoaching and mentoring.
•Using the competencies for the list prepared above, develop and implement a competency assessment for all service providers to assess their training capability in each zone (Somaliland, Puntland and south central Somalia).
•Based on the results from the assessments above, design and implement training programmes for the service providers on priority training gaps plus all the core competencies required of service providers engaged in capacity development of local governments as defined above.
•Evaluate the impact of the training programmes and the overall training performance of the service providers.
•Prepare a final report making recommendations outlining future capacity development interventions for service providers based on the evaluation.

IV. Impact of Results
The consultancy will ensure an increase in the quality of the delivery in capacity development activities under JPLG and thus contribute to an improved functioning of service providers and the district councils.

V. Qualifications and Competencies
•Master’s Degree in education, adult education or any other relevant field.
•A minimum of 7 years experience in capacity development or organizational development of local government institutions required.
•Demonstrated experience of designing and carrying out trainings as well as designing and carrying out competency assessments of trainers.
•Experience from working in a conflict setting a strong advantage.
•Innovative, solution oriented, and a positive attitude required.
•Previous experience within UNDP desirable.
•Previous experience of working within Somalia desirable.
VI. Supervision arrangements

The consultant is accountable to UNDP and will work under direct supervision of and with direct reporting lines to the UNDP JPLG project manager, and in close coordination and consultation with the other UN agencies of JPLG team and donor partners. Approach and methodology shall be agreed with UNDP and the JPLG team, as well as agreement of ways forward. Discussion of issues and challenges shall be done in a transparent manner with all partners, under the guidance of UNDP.
Language Requirements: Fluency in English required.
