Chief Internal Auditor – Financial

The Kenya Urban Roads Authority (KURA) is a State Corporation under the Ministry of Roads established by the Kenya Roads Act, 2007 with the core mandate of management, development, rehabilitation and maintenance of all public roads in the cities and municipalities in Kenya except where those roads are national roads.

Job Summary

The job holder will perform financial audits to improve compliance with standards and implement secure practices in the management of financial resources and undertake quality initiatives and projects in KURA to improve processes, service delivery and facilitate change.

Key Responsibilities

  • Prepare and implement the annual audit plan for financial audit.
  • Review and appraise the internal control system to ascertain its adequacy and effectiveness.
  • Carry out detailed reviews on the KURA accounting, financial control and asset management systems to ensure compliance with policies, plans, procedures, statutory regulations and the International Financial Reporting Standards.
  • Review financial statements before submission to the Board and the Kenya National Audit Office or any other appointed External Auditor.
  • Conduct physical verifications of KURA assets to ascertain their existence and the system of safeguarding them.
  • Identify, where appropriate, areas of risks, fraud or malpractice and initiates investigations.
  • Prepare audit reports on all audit findings and makes recommendations to improve compliance with standards; follows up accordingly.
  • Follow up the implementation of the recommendations of the Kenya National Audit Office.
  • Review the audit reports carried by staff in the section.

Qualifications and Competencies

  • Bachelor’s degree in Finance/Accounting from a recognized University.
  • Certified or registered with a recognized professional body, such as, ICPAK, IIA (Kenya)
  • A qualification in Systems Audit, e.g., CISA, would be an added advantage
  • A qualification in CIA (Certified Internal Auditor) would be an added advantage
  • A qualification in CFE (Certified Fraud Examiner) would be an added advantage.
  • Five (5) years relevant experience three (3) years at a senior level in auditing, business analysis, or program evaluation.
  • Computerized audit accounting system is a must.
  • Strong interpersonal relations and communication skills.
  • Demonstrated ability to build cohesive teams and achieve set targets through team work.
