Consultant, Review and Up-dating of Protection Coordination Trainings and Materials

Background

The Global Protection Cluster Working Group (GPC) is the main inter-agency forum at the global level for coordinating all protection activities in humanitarian action as part of the humanitarian reform. The aim of the cluster leadership approach is to strengthen system-wide preparedness and technical capacity to respond to humanitarian emergencies by ensuring that there is a high standard of predictability, accountability and partnership in all sectors of activity.

The Learning Task Force of the Global Protection Cluster launched in November 2008 a pilot training on protection cluster coordination, which was subsequently rolled out in two regional workshops in Asia and Africa, and one national workshop in Yemen. The workshop targeted staff from UN agencies, NGOs and national authorities who currently have key roles in field protection cluster groups.
Training on protection coordination aims to ensure that people in charge of leading or chairing protection cluster/areas of responsibility (AoR) working groups at the national or local level are equipped with the necessary skills to mobilize all relevant partners and coordinate the planning, implementation and evaluation of an integrated multi-stake holder protection strategy in line with the letter and spirit of the humanitarian reform. The Role and Responsibilities of the Consultant

In the framework of and under the overall guidance of the Global Protection Cluster Learning Task Force, and the direct supervision of designated staff at the UNHCR Global Learning Centre, the consultant is requested to:

1. Review existing coordination training materials and, in close consultation with key
stakeholders, provide recommendations for update and improvement.

2. Make agreed improvements to the content and methodology of the training programme to produce a blended learning package on protection coordination in its place, and facilitate a pilot workshop to fine-tune this.

3. Design the Training of Trainers module and facilitate a TOT workshop.
The consultant is expected to successfully complete the three phases of the project as follows.

Phase I: Review and recommend revisions of materials

a) Review existing material and analyze evaluations of previous workshops

b) Take stock of similar coordination training modules from other clusters either designed or undertaken/implemented, and from other Areas of Responsibility (AoR) within the Protection cluster.

c) Similar learning initiatives and modules on coordination that could be relevant for the protection cluster, including any comparable blended learning packages in the humanitarian sector.

d) Prepare and present to the Learning Task Force a report with assessment of the current coordination training materials in use of the GPC and make recommendations for a revised version, detailing learning objectives, key messages, content and proposing improved methodology.

e) Collate and respond to comments from the Learning Task Force and consolidate final recommendations for a revised version.

This review implies liaison with previous participants, Subject Matter Experts, Learning Task Force members, previous facilitators and AoR coordinators.

Phase II: Develop updated blended learning programme

A.) Design and develop Distance Learning Programme comprising of the following components:

1. Structure and content 2.Learning methodology
i) Develop isolated topics/sequential thematic units i) Identify appropriate learning
ii) Identify mandatory/optional reading methodologies
ii) Identify technical/learning platform

B.) Design workshop
a) Design and draft modules for training workshop with detailed guidance and
materials, session plans, presentations, exercises with instructions,
handouts (including for soft skill exercises)
b) Design evaluation methodology
c) Conduct pilot workshop

Phase III: Design TOT programme
a) Define learning programme
b) Develop TOT Workshop Structure
c) Draft content and materials
d) Facilitate the pilot workshop and TOT workshop.
e) Ensure evaluation

Duration of the Consultancy: Total 6 Months or 180 Days

Phase I (60 days): Completion of Phase I review/report.

Phase II (60 Days): Completion of Phase II, development of updated blended learning
programme and workshop design.
Development and completion of Facilitators Guide Pilot Workshop (Lessons learned, final structure, layout and design).

Phase III (60 Days): Design TOT Programme

Requirements/Desired Background

At least a university degree in Law or Social Sciences
At least 7 years professional work experience including: 1) in field sphere, including protection issues and inter-agency coordination, 2) the design and delivery of training programmes, including blended learning programmes and training-of-trainers programmes, facilitation and evaluation Strong research and drafting skills
Fluency in English (other UN language an asset)
Ability to support further roll out of the training and TOT following this consultancy is an asset.
Ability to travel to deliver pilot workshops
