Job Description Core Network Manager Department: ITN Sub-department: Operation and Maintenance Reporting to the position : Head of Operation and Maintenance The functions and the numbers of direct subordinates: 1. Team Leader NGN 2. Team Leader Transit and End Office 3. Team Leader CDMA MSS 4. Team Leader Roaming 5. Team Leader Traffic Type of the function : Managerial Function Role Purpose: Manage all the switches of Telkom Kenya network: CDMA, GSM and PSTN. Is responsible for the management of the routing policy, the security of databases and the efficiency of management all switches on the entire network. Key Responsibilities 1. Operational (incl. Planning): 50% * Build the maintenance strategy of the core network. * Work with NADI on the core network strategy and its operational implications. * Advice NADI on the optimization of switching network (switches phasing, signaling, billing etc.) * Work with IT-Billing on all Billing related routing issues (Bypass, accuracy, etc.) * Work with Carrier Services for implementation of new interconnections. * Assure the smooth flow of all interconnection traffic by a close monitoring of trunk capacities and circuit redundancy * Supervise the activities and supports to the Area Units * Keep update of network architectures, routing plan, numbering plans and interconnect contacts 2. Realization of reports: 20% * Issue regular report and alerts on traffic, * Reports on Core Network activities 2. Responsibilities/Managerial activities: 30% 2.1 Team Coordination: * Coordinate all related switching activities * Work with Carrier Services on new interconnection routes (National and International) * Coordinate with Roaming and signaling team * Work with transmission and IP/BB team for all transport needs and follow up 2.2 Development of Direct subordinates * Maintenance processes and procedures linked to switching * Early detection of alarms and quality degradation * Preventive maintenance table 2.3 Strategy elaboration (including planning and procedural / policies) * Release evolution (both hardware and software) of equipments * Maintenance contracts * Phasing out strategy of obsolete equipments * Implementation of new technology and software 2.4 Jobs description review * To realize the job descriptions for all new jobs that will appear in his/her team * To update the job descriptions for all the jobs in his/ her team if there are any changes in the activity of the team * Define the need for new staff and job description attached for the validation of the Manager Managed Services 2.5 Financial Responsibilities * budget review * reporting Financial Impact: Cost optimization responsibilities: YES Communication Demands: * Internally TKL(the most frequent): The most frequent * Externally TKL(the most frequent): For coordination and support Education Background & Experience: * Master in Telecommunication + 5 years experience * Team Leader in Switching + 4 Years Experience * Experience in GSM/CDMA MSS, SS7 and SIGTRAN signaling, R4 switches, PSTN switching, GSM-Roaming Professional Knowledge: * MS Office * Planning * Project Management Work Conditions * Field Work: less than 30% * Professional tools used: laptop, handset Professional Risk (heights, risk of electrocution): NO Shifts Work: No Night Shifts: No Week end work: No Work on-call: No |
