Emergency Food Programming Advisor and Talents Manager World Vision

POSITION SUMMARY:

As part of the FAMER team within FPMG, provide assistance through influence, networking, and facilitation to National Offices with relief and/or developmental food programming, in alignment with WV’s Ministry Objectives, Sustainable Livelihood Framework and LEAP. The emphasis will be on quality food and cash programming in support of food and livelihood security, efficient and effective systems & procedures, and full accountability of food / cash projects and programs within WV’s Integrated Ministry. The EFPA will have primary focus on Complex Emergency Responses and will form part of the first wave staff alongside GRRT. Principally, the EFPA will play the role of FPMG representative in HEA/GRRT while remaining as part of core staff in FPMG/FAMER.

As the Talents Manager, the holder leads the design and implementation of an effective Talents Management System that ensures a rapid deployment of staff during emergencies, career direction and succession planning for Food Programming Staff within World Vision. In addition this position identifies and supports the development of high potential employees and thereby reduce voluntary turnover.

KEY RESPONSIBILITIES:
* During deployments and in association with the Response Manager, ensure food emergency assessments are carried out and integrated food assistance projects designed and implemented.
* Lead the negotiations with donors and other partners on behalf of WV and ensure timely conclusion of the food project agreements.
* Ensure proper implementation and management of the Emergency Food Assistance through ongoing surveillance of the developing humanitarian situation, establishment of Compliance Management Systems, engagement with Donors and other partners, utilization of Commodity Tracking Systems, identification of audits risks in a timely manner and adherence to other international standards (SPHERE standards, HAP, DNH, PDMs).
* Guide the identification of the FRRT members and ensure that they are briefed, trained and appraised to ensure regular feedback and mentoring is provided on individual performance.
* Ensure that human resource implications for both existing and anticipated emergency response staff are fully assessed, identified and communicated.
* Ensure the monitoring of the talent pipeline, recommend staff movement/promotion and enhance succession planning and career growth.
* Work closely with the International Staffing and Diversity Team, to ensure that the Food Programming Roster is in place to enhance an early warning recruitment processes.
* Proactively seek for opportunities to expand outreach to the more needy and vulnerable communities. This also includes working with respective Support Offices and key Food Aid Donors.

KNOWLEDGE, SKILLS AND ABILITIES:
REQUIRED:
* Required a minimum of a Bachelor's Degree in social science or related field.
* A Postgraduate degree would be an added advantage
* Fluency in written and spoken English
* Ability to train in Community Mobilization skills, and Training of Trainers/Facilitators

PREFERRED:
* Additional fluency in French
* Formal training in Food Programming and related systems is preferred
