Expert for elaboration and delivery ASEM Public Visibility

The Bureau for Institutional Reform and Democracy (BiRD) is looking for team leader for elaboration and delivery ASEM Public Visibility for a short-term mission under the Lot 7 FWC.

Lot 7: ASEM: visibility preparation, support and delivery for 2011

Starting period: mid-March 2011
Duration: 30 w/d
Location: The mission is considered as being mainly home based for the experts, except for the meetings in Brussels mentioned in the ToRs. These meetings (up to 12 for the whole team) will be of short duration (up to one day long in average).

Global Objective
The global objective will be to deliver, enhance and support the public awareness of ASEM and its visibility and transparency by providing and encouraging publicity, media coverage and background research and wider technical knowledge on ASEM and EU-Asia relations – including in the run up to, as well as during and after the ASEM Foreign Ministers Meeting in June.

Specific Objective
The experts will propose and implement a work plan for ASEM visibility. The experts will be expected to deliver and execute the work plan in coordination with all relevant ASEM partners and parties.
The propose work plan will enhance ASEM visibility and awareness, taking account of and coordinating and building upon:
- The agreed formal ASEM Calendar of events 2011
- The previous ASEM Visibility Reports, proposals and Visibility toolkit
- The ongoing work of TASC – the Technical Assistance team for ASEM Coordination

Senior Expert: Team Leader - Expert for elaboration and delivery ASEM Public Visibility
The Expert should be a person who is widely respected in the policy research with substantial experience in EU-Asia international relations as well as knowledge of the public policy community (think tanks, academia, civil society, press and private consultancies) and a wide experience of writing and publishing in the press in both Europe and Asia on EU-Asian relations. He/She will be responsible for mobilising this visibility programme to provide high-quality input to meeting the global an specific objectives related to the ASEM visibility challenge in 2011.

Required expertise:
- University education of at least Master level (or equivalent) in a field relevant for journalism, media and external relations policy (journalism, media studies, international relations, political studies, development, sociology, and similar)
- At least 10 years of experience regarding international and EU external relations
- Solid knowledge of EU-Asia relations proved by his/her research and work experience
- Wide experience and proven capacity and delivery record as regards journalistic publication. This is to be demonstrated by publications in internationally recognized sources (preferably in Europe and Asia)
- Strong skills in leadership, management and administration of policy debates on global level would be a strong advantage. This is to be demonstrated by his/her involvement in projects and events requiring such skills such as participation and moderation in recognized international conferences (preferably regarding EU-Asia relations) and/or membership in bodies with policy advisory function
- Established experience in think thank and academic networks especially in Brussels preferably on EU-Asia policy and media relations
- Good drafting skills in English demonstrated by published reports and studies
- Experience in working with or for the EU services would be a significant advantage
- The expert should in particular evidence wide and long performance as a journalist reporting on the EU and Asia with in-depth networks and publication record with ASEM members´ press and media, EU media as well as global media
