DURATION

The duration of this consultancy will be for an initial period of six months, starting no later than April 1st 2011.

DESCRIPTION OF DUTIES AND RESPONSIBILITIES

Under the supervision of the Field HR Officer, the incumbent will provide expertise, support and advice in the areas of organizational design, organizational development throughout UNRWA West Bank. In addition, he/she will participate in the review and enhancement of processes and procedures currently in place at UNRWA West Bank.

Specific outputs

• A reviewed/revised and documented organizational structure that clarifies lines of reporting in a programmatically, administratively, and regionally distributed workforce;
• Major Human Resource process reviews including appointment, leave and special leave request, post management ( creation, conversion, deletion), retirement anticipation to include process flow analysis and diagramming. Customer-oriented quick reference guides listing key steps in the process;
• Inventory of Human resources forms and documentation.

ESSENTIAL QUALIFICATIONS AND EXPERIENCE

• University degree with relevant HR or management disciplines, or an equivalent level of qualifications and knowledge through extensive experience (at least 5 years) and relevant training;
• A good knowledge of organisational development methodologies and at least 3 years of practical experience in the application of related methodologies in national or international organisations;
• Experience conducting and presenting statistical analyses;
• Fluent in English. A working knowledge of Arabic is an asset

DESIRABLE QUALIFICATIONS AND EXPERIENCE

• An advanced university degree (Masters or Ph.D.) in a related field;
• Experience in other fields of Human Resources Management;
• Familiarity with work in an international organisation.

ADDITIONAL INFORMATION

The incumbent will reside in Jerusalem.

REMUNERATION AND CONDITIONS OF SERVICE

Remuneration for this assignment will be based on the current UNRWA salary scale and will depend on the qualifications and experience of the expert.
