Human Resources Officer - CARE International in Kenya

CARE International in Kenya is looking for a well organized and highly motivated individual who is results-oriented to fill the position of Human Resources Officer to be based in Nairobi.

Under the supervision of the HR Coordinator the HR Officer will assist in the implementation of the HR policies and procedures, manage employee relations, recruitment and selection, processing appointment letters, promotions and facilitate personnel actions.

Job Summary & Purpose:

Reporting to the Human Resources Coordinator, the HRO - Recruitment will participate in recruitment of new staff, participate in formulating job adverts, short listing, interviewing and conducting reference reviews. She/he will also be involved in employee induction and orientation, reviewing job descriptions, skills inventory analysis, participate in organizational Safety & Health and the Training levy.

Tasks and responsibilities.

R 1: Recruitment and Placement:
  • Identify upcoming vacancies in coordination with client Sectors and departments.
  • Prepare vacancy announcements in line with the positions job descriptions and forward them to the Procurement department for procurement of advertisement space in the press and/or the CARE Kenya web site.
  • Review applications, and provide a short-list to those offices
  • Arrange and conduct interviews to select candidates
  • Review recommendation on the selection of candidate by client offices
  • Monitor and evaluate recruitment and placement related activities of client offices, and recommend changes or corrections related to procedures to these offices
  • Obtain references and carry out required pre-employment checks to ensure that information given is verified.
R 2: Plan and conduct new employee Induction and orientation
  • Facilitate induction orientation programme and briefing for all new staff members.
  • Ensure all new staff take the orientation review quiz in the CARE Kenya Orientation package.
  • Review all the orientation quiz questionnaires and draw a monthly report and share it with the HR Manager for follow up.
  • In liaison with the HR Coordinator, continuously review and update the HR Orientation presentation package for CARE Kenya.
  • Introduce new employees to other staff and orient them to the CARE Kenya office layout.
R 3: Employee Job Descriptions
  • Assist sectors and departments in the development of Job descriptions for their staff.
  • Keep an updated data folder of all CARE Kenya Job Descriptions.
  • Ensure that all staff have signed job descriptions and copies are placed in their personal files.
  • Ensure that all requests for recruitment from sectors and departments are accompanied by updated job descriptions.
R 4: Develop a skills inventory data base for the country office
  • Obtain updated CVs from employees on an annual basis and place it in the data bank.
  • Compare the qualifications and competency requirements in the positions specifications and the incumbents CVs to identify the skills gaps in the organization.
  • Ensure that employees update their files upon completion of any skills upgrade by submitting copies of their recent certificates.
R 5: Safety and Health
  • In liaison with the HR Coordinator ensuring appropriate records relating to the health and safety of employees are kept for CARE Kenya.
  • Participate in the monitoring of staff with potential exposure to known hazards and advising Heads of Departments if the results indicate a need for remedial action.
  • Participate in work place inspection of the various CK premises.
  • Take part in sensitizing employees in ensuring that their work areas are conducive to good OSH practices.
R 6: Training Levy Fund
  • Follow up with DIT for the refund of payment of maintenance and traveling allowances for employees attending external training courses.
  • Liaise with DIT for the reimbursement of all or part of training costs including costs and wages of apprentices or indentured learners while attending training courses with CARE Kenya.
  • Refund of examiner's fees for setting, moderating, invigilating and marking proficiency tests for apprentices and indentured learners sponsored by CK, and their traveling and accommodation expenses.

  3. Decision Making: Limited decision making regarding recruitment and short listing, Safety and Health inspection, follow up on training levy.

  • Recruitment Candidates, employment agencies, recruitment officers in other agencies, DIT officers, OSH Officers.
Working Conditions:
  • Shall be based in Nairobi which has a moderate climate. 20% travel to field stations.
Qualifications:

Education:
  • A Bachelors Degree in Social Sciences from a recognized university.
  • A Diploma in Human Resource Management from a recognized institution.
Experience: At least two years relevant work experience.

Certification: Be a member of the Institute of Human Resources Management (Kenya).

Competencies:
  • Thorough knowledge of the Kenyan Labour legislation.
  • Excellent interpersonal skills.
  • Computer proficiency in spread sheets and other MS Office packages.
  • Good Problem Solving, Planning and Organizational Skills and ability to make decisions on time.
