JOB TITLE: PROCUREMENT OFFICER
Salary Scale: M 6
Responsible To: Senior Procurement Officer Employment
Terms: Permanent
PURPOSE
To assist in ensuring the proper management of procurement activities so as to guarantee value for money

KEY DUTIES
i. Assist the Senior Procurement Officer in developing systems, procedures and guidelines for the procurement unit and contracts committee in accordance with relevant legislation.
ii. Taking the lead in preparation of bid documents for high value and quality procurement
iii. Guiding bidders on preparation of bid documents, procurement regulations and procedures.
iv. Evaluating bids in line with established law and guidelines issued by relevant authorities
v. Preparation of contracts, issuing approved contracts and contract administration.
vi. Liaising with suppliers, venders, service providers and other stakeholders to ensure timely delivery of goods and services as per awarded contract.
vii. Liaising with and guiding user departments on preparation and execution of annual procurement budgets and procurement plans
viii. Liaising with finance to ensure availability of procurement funds 'and timely payment of suppliers.

*A bachelors Degree in procurement/Purchasing and supplies or a bachelors degree in Economics, Social Sciences, business Administration or Commerce with a postgraduate diploma in procurement and Supplies Management
*Must be computer literate
*Good communication and leadership skills
*A minimum of two years experience in procurement and supplies management

JOB TITLE: HUMAN RESOURCE OFFICER (2 VACANCIES)
Salary Scale: M 6 Responsible to: Senior Human Resource Officer
Employment terms: Permanent

PURPOSE AND DUTIES
Shall be responsible to Senior Human Resource Officer for performing the following duties:
• Processing and verifying information related to recruitment, salary changes, personnel statistics and job analysis. Drafting letters of appointments, promotion and confirmation
* Helping in assessing terminal benefits like pensions and gratuities
• Collecting data and other vital statistics relating to recruiting and training
• Handling staff relations and welfare matters.
* Any other duties as may be assigned from time to time.

JOB TITLE: SENIOR ASSISTANT REG1STAR (3 VACANCIES)
Salary Scale: MS Responsible to: Deputy Registrar Terms: Permanent
i, Coordinating timetabling and curriculum development
ii. Processing of examinations of the university and other affiliated institutions.
iii. Ensuring of preparation of examination cards and other related materials.

v. Coordinating senate meetings and ensuring that recommendations of senate are imple¬mented as instructed by the Academic Registrar or Deputy Registrar

JOB TITLE: SENIOR ASSISTANT SECRETARY
Salary Scale: M 5 Responsible to: Deputy Secretary Employment Terms: Permanent

MAIN DUTIES
i. Liaising with the" University Secretary "on all matters relating to Council meetings and meetings of the Committees.
ii. Making arrangements for the Council meetings.
iii. Circulating working papers, agenda and minutes of previous meetings to Council members and committee members.
iv, Taking Minutes of the Council and Committee meetings.
v. Preparing Minutes and Council decisions of the meetings to Council members and com¬mittee members,
vi. Following up actions on the decisions made by the Council and its committees to ensure their implementation.
vii. Filing of the Council minutes in the minute book.
viii. Performing any other Officer duties assigned by the University Secretary.

JOB TITLE: MEDICAL OFFICER (2 VACANCIES)
Salary Scale: M 6
Responsible to: Director Health Services

MAIN DUTIES
i. To diagnose diseases and prescribe treatment
ii. To review and evaluate patients undergoing treatment.
iii. To participate in continuing medical education activities
iv. To treat and refer patients according to the University guidelines
v. To promote proper public health practices in the local community
vi. To liaise with other institutions and agencies in promoting the health of the community
vii. Supervise, mentor and support subordinate staff in the medical centre
viii. Render counseling and psychosocial support services to patients

JOB TITLE: DEPUTY BURSAR (2 VACANCIES)
Salary Scale: M 4
Responsible to; University Bursar
Terms; Permanent

PURPOSE
Under the direct supervision of the University Bursar, to be responsible for all financial and fiscal management aspects of University operations and to provide leadership and coordination in administrative, business planning, accounting and budgeting efforts of the University
i. Manage the financial system, ensuing maximum productivity and that it meets the needs of the University's Current and future needs
ii. Initiate continuous improvement of accounting and financial processes and the develop¬ment of the team with the goal to achieve best practices and optimal output.
iii. Ensure the foundation is in compliance with all internal policies and relevant regulations and ensure filings are completed in a timely manner.
iv. Assist the University Bursar to develop and oversee the internal review function to ensure that finance and operations controls and policies are complied with in the provin¬cial and field offices.
v. Supervise the accounting and finance staff and provide for appropriate career building and professional development activities to ensure a climate of growth for all employee groups.
vi, Ensure the team delivers the highest standard of departmental, cross departmental and cross foundation teamwork and customer service.
vii. Manage ongoing banking relationships for maximum efficiency.
viii, Develop cash flow forecasting and maintain a long term cash forecast.
ix. Assist the University Bursar prepare and present monthly, quarterly and annual financials reports with accompanying analysis of results. Responsible for financial manage¬ment reporting for University.
x. Assist the University Bursar ensure financial management reporting tolls and processes g are in place to support the ongoing and future needs of the business.
xi. Provide Leadership in the annual business plan development and budgeting process.

Job requirement

PERSON SPECIFICATION
i. Should have a minimum of MBA or MSC in Accounting and Finance from a recognized university;
ii. Be a fully qualified professional accountant with ACCA, CPA or CIMA OR equivalent professional accounting qualification.
iii. Must have either BBA, B.COM, BBS, BSC or BA in Finance/Accounting or a Bachelor's degree in Economics, Statistics or Mathematics or equivalent quantitative discipline.
iv. Should have good leadership and interpersonal skills and should be computer literate more especially in computerized accounting software. High level of integrity is a must.
v. Eight (8) years experience three (3) of which should have been at senior level in accounting /finance and budgeting in a recognized organization/institution.
JOB TITLE: UNIVERSITY ENGINEER
Salary Scale: M4 Responsible To: Deputy Vice Chancellor Terms: Permanent

PURPOSE
To plan for, develop and ensure that the university plant, machinery, buildings and equipment are adequate and maintained in excellent working condition to facilitate the achieve¬ment of the University's vision, mission and strategic objectives.

MAIN DUTIES
i. Developing and formulating strategic technical specifications, plans and budgets for the buildings, plants, equipment, etc.
ii. Developing technical specification's and performance standards to facilitate procurement of furniture, parts, machinery and equipment as well as construction, rehabilitation, repair and maintenance of buildings and motor vehicles.
iii. Preparing and specifying quantities and costs of materials and labour required for projects according to design specifications.
iv, Coordinating the implementation of technical projects including construction, rehabilitation, repair and maintenance of physical infrastructure in order to ensure conformity to policies and procedures.
v. Coordinating the preparation of planned, preventive and curative maintenance programmes and schedules. Also analyzing costs against budget and recommending cost-effective measures.
vi, Planning and coordinating meetings with consultants, contractors, suppliers, inspectors', engineers, donors and other University personnel to ensure compliance with design specifications and maintenance of required standards.
vii. Investigating, safeguarding and inspecting University premises and offices to ensure that adequate protection measures exist for the assets, property and equipment,
viii. Monitoring and evaluating staff performance against set targets and objectives and also recommending appropriate action.
ix. Participating in multidisciplinary teams to develop, implement and evaluate strategic management plans in order to improve performance standards.

Job requirement

PERSON SPECIFICATIONS
i. At least a Masters degree in Civil Engineering from a recognized University; Must be a member of Uganda Institute of professional Engineers or any other professional Engineering Institute
ii, Should be registered with the Uganda Engineers Registration Board with current practic¬ing license,
iii. Should have strong leadership and communication/interpersonal skills and managerial, professional and technical experience of estates operations, including strategic planning, budgeting, maintenance, and management of capital projects, with a high level of integrity;
iv. Should have good understanding of computer systems and their operation and a com¬petent user of a wide range of software relevant to the job.
v, Should have at least five (5) years practice as a Civil Engineer with a reputable organization.

JOB TITLE; DIRECTOR PLANNING AND DEVELOPMENT
Salary Scale: M3
Reports To: Deputy Vice-Chancellor, Finance & Administration
Terms: Five Year Contract Renewable Once

JOB PURPOSE
To coordinate strategic and operational planning monitoring and evaluation of university proj¬ects and programs in line with the vision and mission of the university. The position involves providing strategic and technical support to the university and facilitating faculties, depart¬ments and other units to develop, implement, monitor and evaluate strategic tactical and operational plans.

MAIN DUTIES
i. To coordinate the preparation and production of short and long term corporate plans. ii. To ensure the provision of technical support to the different University departments and to facilitate them in the identification of the various development projects,
iii.To monitor the implementation of programs to ensure that programs/projects are imple¬mented according to approved plans and schedules,
iv. To coordinate the designing and development of the University Information
Communication Technology Centre.
v. To ensure accurate maintenance of project data for use by various Heads of depart-
vi. To initiate and ensure the development of the University's ICT Policy.
vii. To initiate and coordinate the installation and configuration of the ICT network in the
University.
viii. To initiate and monitor the progressive development of the planning process within vari¬ous planning centers in the University.
ix. To facilitate and ensure the training of the targeted University offices in accessing the use of ICT networks,
x. To coordinate the formulation of the University policies, their implementation and their cost implications for the effective management of the University programs,
xi. To supervise ad coach the subordinates in the department.
xii. Through the Coordinator of Planning and Organization Development, should advise the University Management on modern and up-to-date communication technology issues and the impact to the effective management of the University.

JOB TITLE: ACADEMIC REGISTRAR
-Salary scale: M3 Responsible To: Deputy Vice Chancellor (Academic Affairs)
Terms: Five Year Contract Renewable Once

MAIN DUTIES
i. In consultation with Dean, Directors and Heads of Departments, planning and coordinating curriculum development for all programmes and courses taught at the university,
ii. Ensuring that all students admitted to the university have the required qualifications for various courses.
iii. Implementing all academic policies and procedure approved by the Council.
iv. Ensuring safe custody of all documents and data relating to admissions and examinations
v. Overseeing the preparation of timetables for lecturers in different faculties.
vi. Ensuring timely preparation, administration, marking and release of examination results according to approved schedule.
vii. Ensuring that there are no examination leakages or malpractices.
viii. Coordinating the marking of examinations and making arrangements for external examination.
ix. Providing secretarial services to the Senate and ensuring that the Senate approves all results before they are released.
x, Maintaining a data bank of all results for all University students.
xi. Carrying out training needs assessment of staff in the department and recommending appropriate training.
xii. Arranging for graduation ceremonies both for all students of Kyambogo University.
xiii. Perform any other duties that may be assigned by Council and Management from time to time
