Localization, Need Assessment of MDGs Target in Sudan
UNDP, as the lead agency in recovery and development, has been entrusted by UN System globally with the essential task of supporting national monitoring and reporting on MDGs progress. In January 2008, the Ministry of International Cooperation, National Population Council and UNDP agreed to strengthen the partnership to take the lead in supporting MDGs monitoring and capacity development of the Ministry for that exercise.
During the project implementation, UNDP Sudan will ensure national ownership and will support the National Population Council & the Central Bureau of statistics to prepare Second MDGs report in Sudan. UNDP will also support the National Population Council in setting up a mechanism and standards in coordination with the planning directorates in the relevant/line ministries and the taskforce for preparation and production of MDGs Report.
This project aims to capacitate Government Units to effectively and efficiently implement MDG-responsive programs and projects through development and institutionalization of detailed operational mechanisms on MDG monitoring in relevant government units’ using a core indicator monitoring system. Hence, the project will has two major outputs: a) Setting up a mechanism for preparation of Sudan MDG report b) Capacity development of national partners to monitor and track progress towards achievement of MDGs in 2015.
One of the keys to success in the attainment of the Millennium Development Goals emanating from the Millennium Declaration is the internalization of these goals by the countries and making them an integral part of the national development agendas. National ownership is an absolute must for the goals to trigger important action and turn into the reality. Such ownership, however, cannot be achieved unless global MDGs are “brought home”, i.e. customized to national circumstances and nationally agreed. The process of tailoring MDG targets to Sudan’s conditions has not completed. Nonetheless, there is still a lot to be done in order for the Government and other partners to genuinely internalize MDGs as a development framework rather than a formal requirement.
This activity will coincide with the formulation of a comprehensive Advocacy and Communications Strategy on MDGs .The Communications Strategy aim to create awareness around the MDGs as a valuable tool and platform for programme and policy development, promote debate on the MDGs at the local level and mobilize resources needed to achieve the MDGs.
Description of Responsibilities :
- Tailor the global MDG targets to Sudan to generate a sense of national ownership,
- Translate the intermediate targets into actionable plans and short-term reforms so as to make the necessary progress towards the agreed longer-term targets;
- Together with project team and the MDGs Strategy committee work on design of Project targets localization & the public policy analysis.
- Look at experiences of other countries to see if there are best practices
- Assess the availability of data and relevant information to conduct MDG needs assessment especially for sectors that included in the MDG needs assessment.
- Assess results and benefits of the MDG need assessment (specific reference to progress in attaining MDGs)
- List findings of the review that have relevance for future MDG needs assessment
- Conduct interviews with key informants as appropriate
- Hold a stakeholders’ workshop/meeting to disseminate outcome of the needs assessment
- Draw upon lessons learned and experiences from other African countries.
- review major MDG needs assessment project documentation (project document, annual plans, reports, baseline data)
- Carry on an in-depth exposure to challenges and future options for the attainment of the MDGs
- interact extensively with donors and key stakeholders (Ministries, Departments and Agencies) through interviews Reporting
- Advice the Project on the type of materials and reports required for the purposes of a) building collaboration with partners; and b) reporting to donors, implementation partners and the public
Deliverables:
- Submit comprehensive report on Sudan MDGs localized target.
- Submit report on MDGs Needs Assessment and Costing.
- Recommendations for the way forward, drawing from outcome of the review Provide the Sudan National Task Force on MDGs with advisory and guidance about MDGs localization, need assessment, costing, reporting / progress in Sudan.
Competencies:
- High interpersonal and communication skill
- Excellent analytical skill
- Solid research and data analysis background
Qualifications:
- Advanced university degree in economics, international development, social science and/or development related studies
- At least 7 years working experience in MDGs & development work
- Strong advisory experience for complex assistance projects comprising diverse activities
- Ability to work efficiently in a multi-cultural and multi-disciplinary team
- Sound experience in development methodologies, including participatory approaches, research techniques, strategic planning, strategic management and the management of institutional change in developing countries
- Excellent knowledge of English
- Arabic knowledge is additional asset and highly recommended
