Program Officer, Rural Initiative

Overview:

The Clinton Health Access Initiative (CHAI) is seeking a highly qualified individual to fill the position of Program Officer – Rural Initiative in Papua New Guinea. The Program Officer will support the Director of Rural Programs to assist the National Department of Health and Provincial partners in the decentralization of HIV services within the context of strengthening rural primary health systems. One of the most successful programs of CHAI PNG, the Rural Initiative serves as a National model and is being replicated in other high prevalence provinces of PNG.

Responsibilities:

* In cooperation with key government partners and relevant stakeholders, the Program Officer will support the Rural Initiative team to implement the program as outlined in CHAI’s Five Year Program Design (2011-2015) for district level scale up of HIV-related services
* Use analytics and quantitative tools to support the Rural Initiative in monitoring and evaluation systems to track progress against the Program Design
* Help the Rural Initiative team to ensure coordination of across rural sites and aspects of program such as Case Management, infrastructure development, and ensure District level providers are appropriately supported
* Develop strong working relationships with key stakeholders and other implementing partners to ensure maximum coordination of resources.
* Assist in the production of training materials and other critical documentation

Qualifications:

* Ability to navigate complex government processes with multiple influencers, and at negotiating and achieving consensus
* Proficiency with working on complex problems without extensive structural or operational support from HQ
* Strong analytical skills (both quantitative and qualitative)
* Ability to work within budgetary constraints typical in a small foundation
* Knowledge of HIV/AIDS desired
* Excellent oral and written communication skills
* Ability to relocate to Papua New Guinea for a minimum of two years
* Ability to adjust to frequently shifting needs on the ground with flexibility while staying positive and maintaining good humour

Education/Experience:

* Masters level in Public Health, Public Administration, International Development (or related fields) with 3-5 years work experience, ideally in project management
* Clinical background (MD, RN, or Nurse Practitioner) highly preferred
* Experience working in resource limited settings
