Consultant - GBV Emergency Response Specialist

Purpose of the Consultancy:

The purpose of this consultancy is to design and carry out an evaluation of an initiative to equip emergency responders with the capacity to effectively address and prevent gender-based violence (GBV) during emergencies.

The IRC has developed a GBV in Emergencies program model and technical resource package in order to operationalize existing guidelines and standards for GBV response and prevention in emergencies. Using the program model, associated tools and curriculum, the IRC will train emergency responders through both in-person and web-based trainings. The trainings aim to equip emergency responders with the skills and knowledge necessary to rapidly design effective emergency response strategies to address and prevent GBV when an emergency occurs.

In order to determine whether our training content and approaches are effective, we plan to conduct a rigorous evaluation on the training process and outcomes. Our goals are to evaluate at multiple levels to determine: (a) whether emergency responders learn the emergency response model and associated practices, (b) whether emergency responders can apply the knowledge gained, and (3) whether responders change and improve their practices in the field when they are deployed to respond to an emergency. We are seeking a consultant to work with the IRC to design an evaluation plan, develop measures, coordinate and conduct data collection, analyze data, and write-up the evaluation findings for multiple audiences.

Scope of Work:
In close collaboration with the IRC’s Women’s Protection and Empowerment Technical Unit, the consultant will design and conduct a rigorous evaluation of the process, outputs, and outcomes of this initiative. Key questions that the research should answer include, but are not limited to, the following:
1. Do participating Emergency Responders demonstrate increased knowledge about how to assess and prioritize needs at the onset of a humanitarian emergency?
2. Do participating Emergency Responders demonstrate increased capacity to modify a program model and design an effective gender-based violence intervention at the onset of a humanitarian emergency?
3. Do participating Emergency Responders demonstrate increased capacity to advocate with key decision-makers for the needs of women and girls at the onset of a humanitarian emergency? Can they make the argument for increasing resources within a humanitarian crisis to address GBV?
4. Do trained responders apply new knowledge and skills at the onset of new emergencies and does this lead to more targeted and effective planning, program design, advocacy, and delivery of core services?
5. Does the learning and dissemination strategy used by the IRC create the necessary incentives for participants to apply new learning and tools acquired from the IRC and their colleagues?
6. To what extent have the recommended strategies put forth in the GBV Emergency Response resource package been incorporated into other key policy and practitioner documents, workshops, and guidelines?
7. How do trained responders change their behaviour over time to apply new skills as they are deployed to emergency situations?

Related to the above questions and other questions generated during the course of the project, the consultant will do the following:
• Work with the program development and implementation teams to understand fully the program content and implementation plan.
• Operationalize the outputs and outcomes that need to be measured to determine the program’s efficacy and effectiveness.
• Develop measures that are valid, reliable, and feasible to administer during trainings and via follow-up contact with participants; measures will include, but are not limited to, surveys and questionnaires, interviews, and practicum-based/behavioral measures. We expect to include both quantitative and qualitative measures.
• Coordinate any needed translation of measures or participant responses.
• Develop a system for data collection and, as necessary, train personnel that will participate in data collection.
• Create database(s) and enter data.
• Analyze quantitative and qualitative data to answer key evaluation questions.
• Write up results in reports for multiple audiences, including the IRC, funders, participants, key stakeholders, and partner organizations.
• Present findings in meetings and workshops, as needed, to the above audiences.
• Participate in the process of developing program and policy recommendations based on evaluation findings.
The consultant will be expected to travel to East Africa at least once during the project, for a period of 7-10 days. The consultant will also be expected to travel to New York and/or Washington DC in order to participate in meetings with the IRC and other stakeholders.

IV. Time-Frame & Deliverables

Deliverables are as follows:
1. Finalized list of research questions based on a careful review of the program curriculum within one month from start of consultancy.
2. Written evaluation design and timeline, including description of ideas for measures and analysis plan within two months from start of consultancy.
3. All measures fully designed, written, and prepared (including translation) within three months from start of consultancy.
4. Data collection system designed and coordinated within three months from start of consultancy.
5. Data collected with continual oversight and data cleaning (July 2011, July 2012 and ongoing).
6. Prepared databases within four months from start of consultancy.
7. Data entered and cleaned (ongoing); preliminary data analysis brief reports to the WPE Technical Unit on a regular basis to determine if measures are working well.
8. Data analysis ongoing as participants complete assessment measures; analysis completed within 28 months.
9. Report on all analyses and findings (including any output from statistical analyses) within 28 months.
10. Final presentation on key findings related to evaluation questions within 28 months.

V. Qualifications Sought

A. Minimum of a Masters-level degree in a related field
B. Experience in emergency settings; working knowledge of emergency response activities (international fieldwork experience preferred)
C. Research or evaluation experience, particularly related to evaluation of programs that target change in systems or policies; this includes experience developing measures (e.g., survey development), quantitative (statistical) data analysis, and database management
D. Experience with qualitative data collection and analysis
E. Strong research writing skills; Experience writing evaluation reports, required
F. Experience related to gender-based violence services preferred
G. Minimum of three years professional work experience related to the above activities
