Project Managers Shelter

In the Kenya/Somalia program, we will in the near future need three Shelter Managers.
The Shelter Project Manager (PM) is responsible for the overall planning and implementation of the Shelter project in the region. (Puntland, South Central or Somaliland). The Shelter PM shall work under the guidance of the Area Manager in his/her region to fulfill the objectives in accordance with NRC’s mandate, policies and country specific strategy that do not overlap with other organisations activities. Any changes from these plans shall be reported immediately to the Head of Field Office (Area Manager). The Shelter PM is expected to follow NRC’s routines and guidelines for project implementation.

You will:
In close collaboration with the Area Manager, manage, coordinate, develop and expand NRC’s Shelter projects
Work closely with the Shelter cluster members, Sector partners in Ministries, UN agencies, local Institutions and other Non Governmental Organisations
Ensure that programme assessments are carried out for effective planning and implementation of the shelter Project
Guarantee the continuation of ongoing shelter activities and initiate complementary ones for expansion of the project.
Contribution to Action Plan for 2008 and future shelter activities.
With the Area Manager, be overall responsible for the recruitment and Management of NRC National Shelter staff by providing on job training as required to increase the local capacity.
Contribute to the development of NRC’s Country strategy, action/activities plan and priorities in the Shelter cluster
Prepare and/or collaborate in preparation of reports as required internally by NRC (monthly, quarterly, yearly) and by all relevant donors
Prepare/ develop narratives and budgets for proposals in collaboration with the Area Manager and Management team in Nairobi.
Manage and monitor project finance and budgets, ensuring that all project activities are in accordance with budget lines;
Ensure quality control of all Shelter activities by traveling regularly to all the NRC construction sites ensuring that all constructions are in accordance with accepted standards.
Enhance effective co-operation with other NRC projects, local authorities, UN and other international/local NGOs.
When access to the area is not possible, the Shelter PM will still supervise Shelter activities from distance and continue working in close collaboration with the Area Manager.

Qualifications
Min 3-5 years field experience, from refugee/IDP/returnees shelter programmes in complex emergencies and with experience from working in a difficult security environment
Practical experience with planning and execution of school and housing/construction projects
Experience in capacity building and training of workers
Experience of management of projects to deadlines

Significant understanding of complex emergencies and crisis contexts
Demonstrated management and leadership skills
Financial skills including budgeting
Training skills
Proven communication, interpersonal and leadership skills
Fluency in the English language
Political and cultural awareness and experience of working where insecurity is a major issue
Computer skills
Proven skills in report/proposal writing
Holder of a valid international driver’s licence

Ability to work under pressure, independently and with limited supervision
Ability and willingness to work and live under difficult circumstances
Flexible, creative and co-operative
Practical sense and willingness and ability to contribute to logistics
Security, political and cultural awareness

We offer
Commencement: ASAP.
Contract period: 12 months with possible extension
Salary/benefits: According to NRC’s general directions, approximately NOK 50.000,- (kr49.9 ) per month, and free housing of moderate standard. Please note that tax fees may occur for some countries.
