DEPARTMENT/COUNTRY PROGRAM DESCRIPTION/MISSION

The overall objective of the ARC South Sudan program is, facilitate the successful repatriation and reintegration of Sudanese refugees and IDPs to their original homes in Southern Sudan. To achieve this objective, ARC implements a multisectoral program that includes water and sanitation, primary health care, HIV/AIDS and gender based violence prevention and response and activities geared towards creating economic opportunities for returning populations. ARC has program activities in Central and Eastern Equatorial and Upper Nile States.

PRIMARY PURPOSE OF THE POSITION

The ARC Country Director is responsible for managing all aspects of the ARC program in Southern Sudan and related administrative and support functions in Uganda. He/she represents ARC in all contacts with Southern Sudan’s authorities; administrative, military, and relief structures within Southern Sudan; the U.S. Government donors, UN, other donors and non governmental agencies. This position is based in Juba, South Sudan.

MAJOR AREAS OF ACCOUNTABILITY

PRIMARY DUTIES/RESPONSIBILITIES % OF TIME

Operational Oversight

Supervise operational aspects of ARC’s South Sudan operation and ensure that ARC protocols and procedures are applied and respected. Ensure proper maintenance of procurement and inventory systems consistent with Donor and ARC policies and guidelines. Build up the ARC base in Juba to enable it to support the operational requirements of the South Sudan country program.

Personnel Management

Select, orient and supervise expatriate and local staff. Strive to maintain full staffing at all times; ensure staff are properly trained on duties and expectations are clear; personnel files are current; policies are current and implemented for expat and local staff; review, approve and submit all staff timesheets prior to monthly payroll; conduct performance assessments and provide coaching and feedback regularly and appropriately.

Financial

Monitor all financial expenditures including accounts payable, petty cash, wire transfers, etc. Ensure all fiscal controls and funder-required policy controls are carried out. Prepare and forecast budgets and funding needs for the upcoming year. Oversee cash management and recordkeeping in accordance with donor regulations. Ensure financial reports are submitted in a timely manner. Prepare and submit activity reports to Donors as well as monthly updates to headquarters.

Program Development

Assess current and potential needs of displaced people and other vulnerable populations in the program areas of microenterprise development, health care and other sectors as appropriate. Design new community-based initiatives that respond to the evolving needs of the beneficiary population. Identify new programs in the area and region and prepare assessment missions and reports and develop new projects as needs and resources dictate. Develop new proposals and seek funding support from relevant donors and follow-up on proposals as required. Direct fundraising activities under supervision of ARC/HQ. Represent ARC with donors, the host authorities, and international and national organizations. Liaise and promote cooperation with other agencies and governmental entities. Participate in inter-agency and governmental meetings as required.

Administration

Liaise with headquarters and ensure headquarters policies and plans are carried out. Maintain frequent communications with headquarters. Monitor the security situation and dictate security protocols and procedures. Communicate and oversee the establishment and implementation of program objectives, activities, evaluations, and assessments. Monitor and ensure that all administrative procedures are observed.

Program Management

Oversee all aspects of the programs, which includes: addressing current needs of the IDPs, refugees and returnees, and other conflict-affected and vulnerable populations; assessing future requirements and opportunities which would help refugees and IDPs return home, and developing plans for current and potential programs, assuring effective coordination of all parties involved. Make program modifications and/or additions as appropriate. Ensure proper monitoring and evaluation of program activities and timely submission of donor reports and other requirements/requests. Coordinate all aspects of programming with other ARC programs and initiatives as appropriate. Ensure strategic design and implementation of programs with annual planning processes that incorporate relevant elements of the overall ARC Strategic and Program Plans.

EDUCATION, TECHNICAL SKILLS & KNOWLEDGE REQUIRED

• Minimum five years overseas experience in high-level management for an international NGO; on the ground experience with programs in complex emergency or post-conflict settings preferred
• Experience in managing multi-cultural and multi-site programs
• Demonstrable experience in developing and implementing civil society programs and capacity building initiatives
• Knowledge of the regional political and socio-economic conditions; experience working in South Sudan preferred.
• Proven knowledge with private, US government, UN and multi-lateral donors
• Experience with financial management of NGO’s
• Undergraduate degree required; Graduate degree preferred

• Strong participatory leadership and interpersonal skills; ability to motivate staff and provide strong leadership for a diverse team in a politically unstable and insecure environment
• Strong oral and written communications skills, esp. negotiating skills; strong computer literacy
• Excellent organizational, administrative and management skills; ability to prioritize multiple tasks and meet deadlines
• English fluency required
