Quantification Advisor Management Sciences for Health

The Supply Chain Management System (SCMS) project, managed by USAID, is a part of the President’s Emergency Plan for AIDS Relief. The purpose of the project is to establish and operate a safe, secure, reliable and sustainable supply chain management system to procure pharmaceuticals and other products needed to provide care and treatment of persons with HIV/AIDS and related infections. SCMS offers services in focus countries identified by USAID, with SCMS field offices established in selected countries as required by the scope of work in the country.

OVERALL RESPONSIBILITIES

The Quantification Advisor (QA) supports the quantification work of country field offices. The QA plans and conducts training and monitors the application of quantification methodologies and software tools, including Quantimed, PipeLine and ProQ. The QA functions as a member of the demand planning unit at the SCMS Project Management Office (PMO) in Arlington, Virginia, and works closely with the field office quantification personnel to monitor forecasting and supply planning activities.

SPECIFIC RESPONSIBILITIES

1. Support field offices to develop forecasts of consumption and supply plans for HIV/AIDS products by assisting the in-country staff to:
a. Develop data collection protocols, assemble programmatic data inputs, collect and collate product consumption and inventory data, interpret data, select modeling techniques, build consensus with stakeholders regarding which assumptions to apply and in adjusting final model estimates, with specific reference to program scale up projections and targets.
b. Support field offices to develop forecasts of consumption and supply plans for HIV/AIDS products in:
i. Conducting quantifications: determining appropriate methodologies and tools to apply; agreeing on key programmatic assumptions with stakeholders, assembling documented clinical data or estimating the number of patients on each regimen, detailing the number of drugs per patient and other input data into quantification tools.
ii. Producing forecasts of consumption of HIV/AIDS commodities.
iii. Developing cost estimates: obtaining supplier prices for each product; determine price broken down by regimen; determine cost breakdown by funding source; ascertain potential funding availability; identify potential funding gaps.
iv. Calculating the order requirement based on the in country stock status, program capacity, and funding availability; adjusting quantities according to potential budget available to produce supply plans
2. Undertake reviews of annual submissions and quarterly updates of forecasts and supply plans from field offices, paying particular attention to the assumptions used in these updates to ensure their continued validity in accordance with procedures in the Work Instructions.
3. Build capacity of SCMS staff and local counterparts conducting the above activities and establish the utilization of appropriate software tools (Quantimed, ProQ and Pipeline) by the field staff to aid them in the development of quantifications.
4. Identify training needs and organize and conduct training in quantification (forecasting and supply planning) methods and tools for field office and PMO staff and host country personnel.
5. Maintain backup files of all forecasting and quantification data submitted by in-country field offices.
6. Develop and maintain super user level skills in quantification methodologies and software tools such as Quantimed, ProQ and PipeLine.
7. Meet on a periodic and as required basis with (i) the members of the Quantification Team to discuss technical quantification issues, best practices, field experiences and work planning; (ii) staff of other units within the SCMS project, to discuss and address quantification issues.
8. Make presentations on quantification and forecasting as required to SCMS project staff, USAID staff in Washington, country USG teams, host country officials, international organizations, etc.
9. Perform other duties as assigned.

QUALIFICATIONS

1. Bachelors’ degree in pharmacy, public health, statistics, supply chain management or equivalent experience. Masters degree preferred.
2. Relevant experience in international public health with most experience in supply chain systems strengthening.
3. Experience in the field of health with a focus on HIV/AIDS, logistics, and/or development.
4. Preference for a pharmacist with clinical experience.
5. Excellent written and oral communications skills.
6. Proven ability to work as a part of a team, but self-managing of own time.
7. Proficient skills in quantification of commodities and in Microsoft Office suite applications. Expertise and experience in Quantimed, ProQ, and PipeLine software tools desirable.
8. International development work experience, particularly with activities under United States Agency for International Development (USAID) funding a definite plus.
9. English fluency required including speaking, writing, understanding, and reading; knowledge of other languages (especially French or Portuguese) highly desirable.
10. Proven ability to engage in detail-oriented, analytical tasks.
11. Ability and willingness to travel internationally 15-25% of the time.
