Sector Advisor / Economist: Analysis and Investment for Low-Emission Growth (AILEG

Tetra Tech ARD (http://www.ardinc.com) is accepting expressions of interest from qualified Environmental Economist candidates for the Analysis and Investment for Low-Emission Growth Project (AILEG). AILEG’s goal is to inform USAID missions and host country governments of the options available to attract and mobilize investments in clean energy and landscape management. The position will work with host country governments, civil society and other stakeholders on the impacts and the economic trade-offs of climate change mitigation policies.

This long-term program will be based in Washington, D.C. and will require periodic international travel.

Responsibilities:
-- Collaborate across technical areas to lead the development of:
• Review and propose adjustments to existing cost-benefit and cost-effectiveness analysis frameworks to measure welfare and income impacts of mitigation policies and projects;
• Analyze impacts of land use and energy policies with host country governments;
• Evaluate barriers to investment in clean energy or sustainable landscapes in target countries;
• Perform feasibility studies for interventions in social enterprises;
• Provide short-term technical assistance and capacity building for host country officials;
• Support collection of data on energy, production and other indicators in host countries;
• Collaborate with counterparts to complete economic analyses;
• Develop content for virtual and blended learning courses.

-- Establish and maintain productive and positive relationships with USAID, international government officials, multilateral and donor organizations, and local partners;

Qualifications:
-- Educational requirements include at least a Master’s degree in finance, economics, business administration, environmental finance, or a relevant environmental field with a substantial business background or related field of study, PhD preferred;
-- A minimum of eight (8) years relevant experience in economic modeling and policy analysis, data collection, or policy reform in energy or natural resource management;
-- A minimum of five (5) years of work experience in developing country contexts;
-- Exceptional verbal and written communication skills;
-- Training experience and exceptional verbal and written communication skills, especially in working across cultures preferred;
-- Experience with USAID’s operations, procurement, administration and logistics, and grants and financial management regulations preferred;
-- English proficiency required.
