Vice President - International Center for Transitional Justice

The International Center for Transitional Justice works to redress and prevent the most severe violations of human rights by confronting legacies of mass abuse. ICTJ seeks holistic solutions to promote accountability and create just and peaceful societies.

PRIMARY FUNCTION/PURPOSE:

Under the direction of the President, the Vice President has overall responsibility for managing and directing ICTJ programming and assisting the President in the management of ICTJ Program Office, Operations and Administration as well as departments such as Research, Policy, Communications and Development.

The Vice President serves as the primary advisor to the President on programmatic and substantive policies as well as organizational and procedural matters. The Vice President will also perform significant and important contacts with the Board of Directors, grantees, funders, international organizations and partners and ensures that ICTJ’s image, reputation and business well-being is maintained. The Vice President will represent and substitute for the President, as delegated by him/her.

MAJOR DUTIES AND RESPONSIBILITIES:

1. Assists the President and the Board to define the organization's future direction, strategic goals, and policies. The Vice President has primary accountability for implementing these strategies and ensuring that the goals are met both quantitatively and qualitatively through work plan, budgeting and performance review processes.

2. Assists the President in the programmatic and administrative management of ICTJ, including institutional strategy, overseeing the performance of the ICTJ entities, and ensuring internal and external coordination.

3. Advises the President on program and policy as well as organizational, and procedural matters. In particular, advises the President on the feasibility, timing, strategy and priorities for ICTJ intervention and/or withdrawal.

4. Assists the President in representing ICTJ in external functions including meetings with governments and INGO’s, in media relations and with organizational fundraising.

5. The Vice President has overall responsibility for the management of the Program Office, which comprises a Program Director, a Program Coordinator and the regional and thematic Directors and their units. Working closely with the Program Director, the Vice President provides overall direction, strategic planning and management of the Program Office by:

• Developing direction, goals and priorities for the Program Office, and identifying new opportunities, as appropriate.
• Implementing the strategy and monitoring progress at the Program Office level as well as the individual level, providing guidance to ensure goals are met.
• Ensuring the allocation of the Program Office’s financial and human resources are optimal. Ensuring Program Office accountability and facilitating accountability of program unit directors for program, grant, human resources, and financial management.
• Attracting, developing, coaching and retaining high-performance team members, and empowering them to elevate their level of responsibility, span of control, and performance.
• Providing leadership and strategic direction to program staff and facilitating effective collaboration among program units.
• Ensuring ongoing programmatic excellence through systems that achieve and maintain high quality outputs and technical services.
• Ensuring effective sharing of information and collaboration between the program office and other units and departments within the organization.
6. Assists the President in the management of the President’s initiatives and other Departments of ICTJ, including Research, Policy, Communications and Development.

POSITION REQUIREMENTS:

Education: Minimum Bachelor’s degree in law, political science, international affairs, journalism, history or a related field. Advanced degree is highly desirable.

Experience: At least 20 years experience in the field of transitional justice, international human rights, peace-building, humanitarian work, conflict prevention, development or other related fields, with program and operational senior management experience in an international setting.

Related Skills or Knowledge:

1. In-depth knowledge of the areas mentioned above and demonstrated ability to perform and oversee the substantive work.

2. Strong political judgment, comprehensive knowledge of managing programs at senior levels and wide experience of representing institutions at an international level.

3. Ability to facilitate high level meetings, present complex issues and defend difficult positions.

4. Ability to negotiate effectively and influence others to reach agreement and produce consensus.

5. Ability to establish and maintain good working relationships with a wide range of senior level counterparts.

6. Proven track record of effective leadership in diverse and multicultural environment.

7. Ability to establish and assess strategic issues, opportunities and risks.

8. Serves as a role model and promotes internal teamwork and empowers others to translate vision into results.

9. Proven experience with fundraising and donor outreach.

10. Strong analytical and organizational skills and experience, including high level experience in policy development and formulating strategies.

11. Excellent Oral and written communication skills in English is required. Working knowledge of at least one other language relevant to the organization’s work along with public speaking experience is highly desirable.

12. Extensive experience in editing, revising and publishing.

13. Extensive experience in working with different forms of media, including giving interviews for television, radio and printed press.
