ORGANIZATIONAL CONTEXT

The Senior Compliance Manager (Supply Chain) will liaise directly with the other Sections and Units in the Supply Management Service (SMS) and with locations in the field to oversee, guide and advise concerning the supply function’s compliance with existing Rules and Regulations. The incumbent will advise and propose solutions to existing problems where the Sections and Units concerned are not in compliance with the existing Rules. In addition, the incumbent will liaise with the Units in SMS and other Headquarters’ Units in an attempt to optimise the implementation of functional supply processes in Headquarters and the field. S/he will assist in the creation of new supply policies in UNHCR and be able to verify their compliance with existing Rules and Regulations. Will also be the focal point for all audit queries and coordinate the responses from all Sections in SMS.

FUNCTIONAL STATEMENT

1. Oversees that the implementation of the supply chain is in compliance with the current Rules and Regulations through the gathering and analysis of supply chain information, monitoring of field transactions and activities in the existing business analysis systems, liaising with functional Units in Headquarters and examining all internal/external audit reports and all other sources that indicate the status of the well-functioning of UNHCR supply chain;
2. Ensures that Division of Emergency, Security and Supply (DESS) management is kept continually informed of the state of UNHCR supply chain’s compliance to Rules and Regulations;
3. When discrepancies are found, liaise with and ensure that appropriate action is taken by the concerned Units to correct the underlying reasons for the discrepancy to prevent the Organization from risks that could interfere in achieving its objectives. If timely action is not taken or other obstacles are encountered, reports these to Senior Management within DESS through the normal reporting chain in order to mitigate the impact of any unavoidable risks;
4. Develops Key Performance Indicators (KPIs) and balanced Dashboard/Scoreboard to measure and achieve the desired performance level in supply chain functions;
5. Participates in evaluation panels and investigates any violations in the way business are conducted, particularly on procurement frauds, and follows-up on their resolutions;
6. Travels to field locations to gather information on procurement irregularities and/or frauds while liaising with the respective Investigation/Audit Sections (IGO or OIOS) at Headquarters and recommends fraud prevention measures;
7. Advises Senior Management in the areas of business risk assessment as well as the preparation of comprehensive risk management reports, including risk mitigation recommendations;
8. Prepares plans to keep SMS in compliance with its legal and contractual obligations in consultation with the Legal Affairs Section (LAS);
9. Acts as liaison for all audits, internal and external, of UNHCR supply chain processes and ensures that all requested information is provided to the auditors and that their requests are routed to the appropriate Unit within SMS and those responses are provided in a timely manner. In addition, he/she will monitor all audit reports and other studies performed, and analyse these for indications of trends where the similar problem surfaces in different locations, and based on this analysis recommend appropriate action to be taken;
10. When requested, undertakes a verification of supply chain compliance in Headquarters or field locations by carrying out direct visits/missions and providing a compliance report with action points to be taken by the specific Unit or field location;
11. Provides advice and participates in the formulation of new supply chain policies in UNHCR;
12. Any other business as requested by management.

ESSENTIAL MINIMUM QUALIFICATIONS AND EXPERIENCE REQUIRED

Chartered Accountant or Certified Public Account with 15 years of experience in auditing, investigating and fraud examination.
Minimum 15 years of progressively responsible experience in related fields, out of which at least 10 years in an international environment.
Strong leadership skills with significant managerial experience, excellent interpersonal and communication skills.
Ability to communicate clearly and effectively, both orally and in writing, including the preparation of clear and concise reports.
Ability to work effectively in English
Highest standards of honesty and integrity

Knowledge of supply chain processes and field implementation.
Resourcefulness, initiative, maturity and judgment
Working experience with UNHCR Field Offices highly desirable
Working knowledge of more than one UN official language an advantage
Knowledge and working experience of PeopleSoft/MSRP Supply Chain applications
