ORGANIZATIONAL CONTEXT

The incumbent is one of three P5 senior managers supporting the Head of Service. He/she, along with the other two senior officers in the Service, will provide leadership, strategic direction and implementation for UNHCR’s leadership giving programme in order to generate increased year on year funding for UNHCR’s programmes. S/He will also be responsible for managing relationships with companies, foundations and high net wealth individuals (collectively called “Leadership giving”). He/she will also interact periodically with the High Commissioner, Deputy High Commissioner and senior management staff in UNHCR for consultations, appropriate relationship management of major donors and will directly and indirectly supervise a number of colleagues through weekly interaction with the entire Private Sector Fund Raising (PSFR) network (leadership giving and individual giving) to support with thematic projects and proposals.

FUNCTIONAL STATEMENT

Under the direct supervision of the Head of Service, the Chief of Section (PSFR Leadership Giving) will have the following responsibilities:

Primary Private Donor Relations :
• Provide leadership, strategic direction and implementation for UNHCR’s leadership giving programme in order to generate increased yearly funding for UNHCR’s programmes;
• Develop and implement UNHCR’s global strategy for resource mobilisation from companies, foundations and high net wealth individuals (HNWIs);
• Provide line management of company foundation and HNWIs fundraising teams;
• Provide functional management of the leadership giving staff in the Regional teams;
• Directly, and via the PSFR outposted teams solicit leadership gifts from UNHCR’s supporters that are designated as international relationships managed from Geneva;
• Support the Chief, National Fundraising Network to set clear agreed leadership giving plans and income targets in all priority PSFR markets;
• Ensure that all fundraising activity is conducted in a manner consistent with UNHCR’s brand culture and ethics, as well a being brand guardian in respect of UNHCR’s leadership fundraising activities;

Thematic Project & Proposal Development Management:
• Set clear strategy, policy and systems for delivery of leadership giving globally;
• Manage and develop funding relationships with existing and potential international donors capable of giving sizable gifts (e.g. $1 million annually and above);
• Guide colleagues in developing and disseminating UNHCR’s leadership giving strategy and objectives by providing compelling argument for donor support to UNHCR;
• Work closely with the UNHCR Senior Management Team to facilitate relationships with leadership donors including strategic delivery of High Commissioner's engagement with key partners and HNWIs;
• Generate agreement on major partnerships and donor relationships e.g. the Corporate Partnerships, Governing Board and key UNHCR donor support structures such as the Council of Business Leaders and other donor support/advisory groups to be created;
• Establish an agreed programme of cultivation/positioning events for leadership giving supporters and prospects e.g. WEF/DAVOS, CGI etc. in cooperation with the High Commissioner's office;
• Support the Chief, National Fundraising Network to implement the Global Leadership Giving strategy in the national fundraising plans by providing functional management and guidance to Leadership Giving Officers in the Regions;
• Research potential leadership donors for the wider PSFR Team;
• Represent PSFR leadership giving strategy to other divisions/services/bureaus to identify programmes that require funding and developing project proposals;
• Lead the strategic development of leadership giving by putting in place high quality strategic, measurable project proposals and annual funds that can be presented to leadership donors internationally and nationally;
• Manage the Thematic Project and Proposal Development team with the creation of thematic and programme content proposal writing, liaise with Bureaus, technical desks and field offices for fundraising outreach geared towards individual and leadership giving with project content;.
• Ensure excellence in PSFR’s thematic fundraising function in terms of project content, proposal development and timely reporting to donors;
• Identify UNHCR’s key campaign funding opportunities and secure agreement on funding priorities for projects to be offered to leadership donors);,

Finance, Policy and Programme Development:
• In consultation with the Head of Service develop an annual fundraising plan for leadership giving in accordance with UNHCR’s strategic planning.
• Manage the annual budget for the Leadership Giving team and Thematic Project & Proposal Development Team, fulfilling programming, monitoring and reporting requirements as set by Results-Based-Management parameters;
• Provide to the Chief, Operations the leadership budget inputs to the overall PSFR budget detailing expenditure and income (actual/forecast);
• Support the Chief, Operations to develop required management information to monitor, report on and to support corrective action in the light of any under performance;

Human Resources:
• Line management responsibility for the International Corporate Team, International Foundations Team, International HNWIs team and Thematic Project & Proposal Development Team;
• Deliver training and capacity building on leadership giving and thematic project development as required to global PSFR network;

Administration and Information Technology:
• Support the Thematic Project Development Team to establish clear and responsive HQ support systems for global leadership giving fundraisers and UNHCR colleagues: operated to high quality assurance measures;
• Ensure that all approaches to prospects and donors and their outcomes are meticulously recorded on UNHCR’s database and that the leadership giving prospect tracking database is effectively managed;
• Ensure that all administrative and organization requirements of the Leadership Giving team are completed in accordance with UNHCR’s policies and procedures;

ESSENTIAL MINIMUM QUALIFICATIONS AND EXPERIENCE REQUIRED

Advanced University degree in Marketing, Business Administration, Economics or Management.
A minimum of 15 years of previous job experience relevant to the function or fundraising experience with major fundraising organisations and/or with humanitarian agencies. Of which, a minimum of 10 years should be in an international capacity directly relevant to the current position that should include exposure to the work of companies, foundations and HNWIs.
Seasoned professional whose expertise goes beyond the theoretical and technical knowledge of their field;
Demonstrate at least 10 years experience in major gift fundraising where they have led a team proving a long-term vision and strategic perspective;
Have personally and via their team raised significant donations ($1 million plus) and managed a sizable major gift or capital fundraising programme ($10 million and above) from influential and wealthy people and/or, companies and/or foundations.
Have had significant managerial experience as a member of the senior management team or similar in their previous employment;
Experience of effective communication at senior levels and with wealthy and influential people, providing compelling case for support and leadership giving proposal;
Excellent knowledge of English.

Understanding of the complexities of working with an international organization with multiple geographical operational sites.
Outstanding interpersonal and self-motivational skills.
Excellent writing and communication skills
Proven project management and excellent organization skills.
Fluency in another relevant UN language is highly desirable.
