ORGANIZATIONAL CONTEXT.

This post was in created in PSFR in 2010 and reports to the Head of Service, D1. The Fund Raising Policy Officer provides expert support, advice and operational capacity for the Head of Service across a wide range of private sector fundraising activities, policy creation and representation in Geneva.

They represent the Head of Service as delegated in inter-departmental meetings, task forces and special projects in the Geneva Headquarters for the provision of expert fundraising advice and input to UNHCR colleagues.

In addition the incumbent takes pivotal role in the Geneva team in building fundraising capacity within the UNHCR Geneva office and Geneva PSFR team.

FUNCTIONAL STATEMENT

Accountability

The Fund Raising Policy Officer will be directly accountable to the Head of PSFR service and the incumbent of this position will be expected to deliver on the following areas: - Building fundraising capacity within UNHCR by devising and delivering fundraising training and coaching programs for the team within PSFR and subsequently supporting the Head of Service in improving the technical skills within the overall team; - Delegated authority by the Head of Service to represent PSFR in technical private sector fundraising meetings and working groups; - Will generally be expected to act as liason between PSFR and other stake holders/departments within headquarters; He/she will be required to research into the development of key PSFR policies on behalf of the Head and Deputy Head of Service. Will also be expected to spearhead formualtion of draft policy as well as reporting back on consultation processes leading to policy creation and agreements. Specific areas of responsibility are outlined below.

Responsibility

PSFR’s current strategy is on track to raise $100 million by 2012, and ambitious planning for the post 2012 period is underway. PSFR has identified the need for better future systematic outreach to and liaison with key departments in the Geneva Headquarters, including Communications, Donor Relations & Resource Mobilisation (DRRM), and Division of Information Systems and Telecommunication (DIST) etc. especially when technical private sector fundraising input is required.

In addition, the Head of Service requires flexible and ongoing support for special project evaluation, implementation and follow up in Geneva, as well as technical input to Geneva based meetings and task forces where PSFR’s view is required and must be professionally represented.

The Fund Raising Policy Officer, P-3 post based in Geneva HQ is an important position that will play a leading role within the PSFR team to fulfil these needs for the senior team. Specifically the Fund Raising Policy Officer will:

Fundraising Capacity Building within UNHCR
• Support the Head of Service in improving the technical skills within UNHCR in the area of fundraising expertise;
• Devise and deliver fundraising training and coaching programmes for junior fundraisers within PSFR and non-fundraisers within PSFR;
• Support key stakeholders outside PSFR in the development of their fundraising knowledge;
• Generally foster a good understanding of the role and needs of PSFR across UNHCR.

Representation:
• Represent PSFR, as delegated by the Head of Service, in meetings, task forces and other groups that require professional and technical private sector fundraising input, or where PSFR requires its voice to be heard;
• Report back on such meetings, task forces and other groups to the Head of Service and consultation with the wider PSFR network.

Policy creation:
• Research into the development of key PSFR policies on behalf of the Head of Service and Deputy Head of Service,
• Formulate a draft policy;
• Manage and report back in consultation processes to establish and agree policy.

Special projects:
• These arise from time to time based on current PSFR opportunities (external) and needs for PSFR input into specific Headquarters activities (internal).
• The Fund Raising Policy Officer will act as the Head of Service’s project manager for specifically delegated projects.

Authority

This role is expected to have a strong positive impact on PSFR’s image and reputation in Headquarters by ensuring a professional and technical response to other departments. A significant level of expertise in the areas of private sector fundraising, Project management coupled with the knowledge of the new UNHCR budgetary structure (IBT/CNA) as well as knowledge of field operations would be essential in performing the responsibilities of this position. Although the incumbent will draw direct authority from the Head of Service, he/she will be expcted to work closely with the entire newtwork of PSFR and foster a high degree of team spirit. Ability to interface effectively and and professionally with key UNHCR staff in the Bureaus, Desks, and field offices.

ESSENTIAL MINIMUM QUALIFICATIONS AND EXPERIENCE REQUIRED

An advance university degree in Business/Marketing, Communications, Economics, Polical Sciences or a related discipline plus 8 years of previous relevant work experience with 5-7 years of private sector fundraising/communications experience in a not-for-profit organisation and/or an international organisation or a marketing/fundraising consultancy firm with at least two years at an international level.
A minimum of five years experience should be in an international functional capacity directly relevant to the current position;
Sound knowledge of individual giving and leadership giving fundraising strategies, best practice and techniques;
Proven ability to manage significant cross-fundraising and cross-discipline project groups;
Proven ability to coach and train junior fundraising staff, and senior non-fundraising staff in the essential of fundraising practice;
Proven ability to deal with multiple tasks/projects in a courteous and service oriented manner under demanding working conditions that often have short deadlines;
Exposure to UN system with particular focus on fundraising activities for humanitarian causes;
Ability for analytical and creative thinking for rapid solution(s);
Ability to produce high quality out put with desirable results;
Should be a good net-worker and relationship-builder with an outgoing personality and a team player with service oriented attitudes;
Ability to interface effectively and professionally with key UNHCR staff;
Demonstrated ability to manage and prioritize multiple tasks simultaneously;
S/he must possess a high level of independence in accomplishing the responsibilities of the position;
Excellent knowledge of English (written/oral/comprehension);
Highly developed drafting ability in English;
Working knowledge of another UN language.
