Senior Expert – Procurement and planning specialist

Support to the Ministry of Agriculture and Land Reclamation in preparing the programme budget estimate and preparing/launching/evaluating the different procurement procedures.

DESCRIPTION OF THE ASSIGNMENT

The Overall Objective of the Support to Rural Development Programme is to contribute to poverty reduction and socio-economic development of the rural poor through increased land productivity, employment creation and income generation.

The specific objective of the project is to demonstrate and establish the modality of conditional incentive based development as an approach to poverty reduction and growth in the rural areas of Egypt. It aims to provide direct and tangible benefits to the population demonstrating a better use of Government resources. This would contribute to the adoption of a new paradigm for rural development that would be the basis for a Rural Development Policy/Strategy for the country.

EXPERT 1 - TL

Qualifications and skills:

  • A university degree in Agro-economy or Agricultural Engineering and at least 10 years experience in technical assistance and/or consultancy for development projects (of which a minimum of five years in EU-funded projects);
  • Good knowledge about rural development and support to public and private sector;
  • Strong managerial skills;
  • Excellent communication and training skills;
  • Good computer skills;
  • Full working knowledge of English and excellent report writing. Knowledge of Arabic will be an asset.

Minimum Requirements:

  • At least 10 years of experience with project cycle management, procurement and planning;
  • At least 10 years of experience with local authorities, civil society and capacity building;
  • At least five years of experience with financial management of projects;
  • Experience in the Southern Mediterranean region with rural communities is a strong advantage.
