Technical Specialist (Construction) United Nations Children's Fund (UNICEF)

Purpose of the Position
Under the guidance of the FTI Project Manager, you will be responsible for the planning, implementation, monitoring and evaluation of the construction component of the Education FTI Project, within the education programme and the national Programme Sectoriel de l’Education (PSE).

Key Expected Results
1. You will assist in the review and evaluation of the technical, institutional and financial feasibility and constraints of the project in coordination and collaboration with government and other partners.

2. You will undertake field visits and surveys in order to monitor and evaluate project implementation. Identify problems and propose remedial action. Identify alternative courses of action to accelerate/improve programme delivery.

3. You will lead the construction unit to plan, implement and monitor the assigned activities

4. You will meet with national and international agencies covering the management of the Project components. Participate in meetings with Ministries responsible for Project review, and follows up on implementation of recommendations and agreements. Assist in the development and/or introduction of new approaches, methods and practices in project management and evaluation.

5. You will coordinate activities and exchange information/ideas with other programmes, to contribute to achievement of overall country programme objectives. Participate in establishing effective monitoring, information and reporting systems, and in the development of communication materials and strategies to support advocacy and community participation.

Qualifications of Successful Candidate
Advanced university degree in any of the following: Architecture, Engineering , Project Management or other fields related to the work of UNICEF.

Five years of progressively responsible professional work experience in construction and project management at international level.

• Knowledge on the construction industry, trends and most common risks
Methodology of programme/project management
• UNICEF programmatic goals, visions, positions, policies and strategies.
• Knowledge of global human rights issues, specifically relating to children and women, and the current UNCEF position and approaches.
• UNICEF policies and strategy to address on national and international issues, particularly relating to conflicts, natural disasters, and recovery.
• UNICEF emergency programme policies, goals, strategies and approaches.

Fluency in English and French.
