WASH Specialist United Nations Children's Fund (UNICEF)

Purpose of the Position
Under the direction and guidance of the Regional Advisor WASH, you will coordinate and support 20 Country Offices in the formulation, design, planning, implementing, monitoring and evaluation of WASH programme or interventions, mainly Sanitation and Hygiene, to ensure overall efficiency and effectiveness of the programme management, delivery and accomplishment of programme goals and objectives benefiting children and their families.

You will assist the Regional Advisor WASH in managing and administering the WASH project/programme in the Regional Office.

In addition, you will support Country Offices in identifying gender inequalities and in implementing programmes to eliminate inequalities.

Key Expected Results
1. Timely sectoral analysis, input, support and collaboration to the WASH Situation Analysis in the Region and its periodic update made to advise and assist Country Offices in planning, programming, implementation, monitoring and evaluation of the sanitation, hygiene and WASH in Schools (WinS) components, with linkages to other related health, education, gender and equity concerns

2. Knowledge management effectively promoted through drafting/finalizing key WASH mainly Sanitation and Hygiene and WASH in Schools programme documents and reports, sharing good practice, lessons learned, and knowledge/information exchange within the Region.

3. Quality of rights-based WASH programmes effectively promoted, and coherence, synergy and value added to programme management process through results-based management in the Region.

4. Technical Assistance provided to Country Offices to formulate, implement and monitor WASH work plan and activities ensuring alignment with the defined WASH strategies and approaches, with special attention to gender/sex disaggregation of relevant indicators.

5. Technical assistance provided to Country Offices in the Region to carry out programme delivery, evaluation and reporting efficiently, rigorously and transparently in compliance with the established guidelines and procedures.

6. UNICEF’s global goals effectively promoted through advocacy and policy dialogue in the WASH sector.

7. Proper and timely assistance provided to Country Offices (UNICEF and Government) for WASH (mainly Sanitation and Hygiene) Emergency Preparedness and Response

8. Effective communication and networking achieved through partnership and collaboration with other UN agencies, donors and specialized NGOs, including assistance to exchange of practical experiences and new conceptual developments and advocacy actions and sectoral leadership of the IASC WASH Cluster.

Qualifications of Successful Candidate
Advanced university degree in relevant fields such as public health, water supply, social sciences, environmental sciences or a field relevant to international WASH related development assistance. Additional training in Health Education or Communication for Development (Programme Communication), an asset.

Eight years of progressively responsible professional work experience in the UN or other international development organization, national government or the private sector. Field work experience. Background/familiarity with Emergency (preparedness and response) and the IASC Cluster approach,

• Advanced knowledge of one or more of the technical areas of UNICEF programmes.
• Advanced Technical Knowledge of the theories, principles and methods in the following areas: communication for behaviour change, WASH in schools, water supply projects management, monitoring and evaluation; integrated water resource management; appropriate water supply and quality technology i.e. community based water supply.
• Gender and diversity awareness

- Knowledge of the latest theories, technology and practices in community based sanitation i.e.: hygiene education or latrine construction and waste management.

Fluency in English and another UN language.
