The U.S. Embassy in Beijing is seeking an individual for the position of Voucher Examiner with the Financial Management Center.

BASIC FUNCTION OF POSITION

Incumbent is responsible for the range of activities associated with the procurement of goods and services to the final payment of invoices for the Embassy in Beijing. Incumbent is responsible for coordinating and tracking vendor invoices to ensure that payments are made in compliance with the Prompt Payment Act. In this capacity, the employee is responsible for maintaining a computerized system that monitors status of purchase orders, receiving reports, vendor invoices, payment voucher and check and EFT information. DBO coordinates and pays all purchase card billings.

Incumbent also serves as a voucher examiner for moderately difficult and complex voucher. Specially, incumbent is responsible for Beijing GTRs, utilities, language, telephone payments as well as miscellaneous reimbursements.

REQUIRED QUALIFICATIONS

All applicants must address each selection criterion detailed below with specific and comprehensive information supporting each item. Applicants who fail to do so, or who do not meet the position's required qualifications, will not be considered for this position.

Education:

  • Four-year college degree in business or accounting is required.

Experience:

  • At least two years performing accounting or auditing duties for a USG agency or a private firm is required.

Language:

  • English-level III speaking/reading/writing required.

Knowledge:

  • Must have knowledge of the pertinent USG regulations and guidelines for performing voucher/auditing duties, which include but not limited to Standardized Regulations and policies of other agencies.

Abilities and skills:

  • Ability to comprehend and properly apply applicable regulations to the voucher examining process as well as to explain clearly and convincingly the rationales for payment allowances.
  • Ability to use PC database and standard software such as Microsoft Excel, Word and Access.

SELECTION CRITERIA

When equally qualified, U.S. Citizen Eligible Family Members (US EFMs) and U.S. Veterans who are legally residing in country will be given preference. Therefore, it is essential that the candidate specifically address the required qualifications above in the application.

ADDITIONAL SELECTION CRITERIA

  • All completed applications received by the closing date will be reviewed by HR to determine which applicants meet the advertised position's required qualifications. When appropriate, the HR Office will administer necessary skill testing, such as typing, to confirm an applicant's qualifications.
  • Management will consider nepotism/conflict of interest, budget, and residency status in determining successful candidacy.
  • Current LES employees are ineligible to apply for advertised positions within the first 90 calendar days of their appointment.
  • Current Ordinarily Resident employees with an Overall Summary Rating of Needs Improvement or Unsatisfactory on their most recent Employee Performance Report are not eligible to apply.
  • Currently employed U.S. Citizen EFMs who hold a Family Member Appointment (FMA) are ineligible to apply for advertised positions within the first 90 calendar days of their employment.
  • Currently employed NORs hired under a Personal Services Agreement (PSA) are ineligible to apply for advertised positions within the first 90 calendar days of their employment unless currently hired into a position with a When Actually Employed (WAE) work schedule.
  • Ordinarily Resident applicants or applicants without a U.S. social security number will be paid according to the Local Compensation Plan in local currency (RMB). There are no exceptions to this regulation.
