Wiki Programmer United Nations Children's Fund (UNICEF)

Background

In January 2009, the Child Rights Advocacy Section, UNICEF, Geneva, established a project to map the progress of rich countries in implementing the CRC General Measures of Implementation (GMI), and to establish an online databank that would facilitate the exchange of information on initiatives taken by the different governments.

The databank was initially set-up on an externally hosted Wiki, provided by the UNICEF Innovations team. This Wiki has been used by the Child Rights Advocacy Section to enable collection of National Committees profiles and work priorities, in such a way that these can be viewed across countries as well as per country. This password-protected Wiki is accessible to National Committee and UNICEF staff.

As we move towards enabling a live databank for the CRC GMI project, there is a need to provide editing rights of this part of the databank to, initially, a small group of selected external Child Rights experts, in addition to National Committee and UNICEF staff who are already accessing the Wiki. In the long term, the database would be open for viewing to the general public, with editing rights restricted to the above mentioned group. Due to the current internal nature of a large amount of the content of the databank, it is necessary to migrate the databank, separating the National Committee specific information from the GMI project. Two separate password protected databanks would thus be created. The entire databank would be migrated, in anticipation of an upgrade of the Wiki overall.

Tasks

The programmer will work with the Child Rights Advocacy Section, and will undertake the following:

• Create an online Wiki platform allowing for limited editing rights to a select group, and viewing rights to a broad audience, with two separate password protected databases
• Design a user-friendly interface for easy editing by users, strengthening the database functions for easier comparison of information
• Liaise with the hosting company and perform the technical setup and configuration of the site
• Migrate the information from the current Wiki to the new platform.
• Bring Uniwiki extensions up-to-date for use with the most recent versions of Mediawiki
• Train the Information Management Officer in all the functions of the Wiki
• Advise on the further design and development of the Wiki platform

Requirements

The programmer should have:

• Preferably university degree in relevant field such as communication, information technology, computer science, or information management
• Demonstrated experience with design and maintenance of Wiki platforms
• Demonstrated experience with php
• Demonstrated experience with Mediawiki
• Experience with systems administration
• Good working knowledge in English.

Duration

The Wiki programmer will be hired for 2-3 months.
