Objectives

The Fragile States Unit (OSFU) coordinates the Bank’s interventions in Fragile States. The mandate of the OSFU is to oversee the implementation of the Fragile State Facility (FSF) and to bring together all of the Bank’s interventions in fragile states to ensure that they are country responsive, are based on rapid response principles, and are designed in coordination with other partners

Duties and responsibilities

Under the general supervision of the Head of the OSFU, the incumbent will be responsible for implementing the Bank’s FSF strategy that relates to enhancing the Bank’s knowledge of the political economy dimension of policies in Fragile States. Specific duties will include:

  • Analyze various policies such as government policies and interprets how they are applicable to the Bank’s policy and programs
  • Provide advice on integrated peace-building approach that would address the political, security and development issues in fragile states.
  • Deepen the Bank’s knowledge of the political economy of fragile and post conflict countries.
  • Carrying out research on political and public administration issues such as relations between different countries.
  • Collaborate effectively with the Operations Complexes, specifically Office of the Chief Economist, Regional Departments, Country teams, and Sector Departments, in ensuring that emerging best policies, practices and implementation procedures are mainstreamed in all country programming and appraisal documents for the fragile regional members states.
  • Advise Management on policies and strategic thinking on political economy of conflict and the difficult and challenging work environment in fragile states in Africa.
  • Maintain liaison with other donor agencies to develop harmonized standards for economic management policy, procedures and reporting.
  • Manage country portfolio for all the three pillars of the Bank’s Fragile States Facility (FSF)

Selection Criteria

  • At least, a Master’s degree in Political or Social Sciences and related disciplines;
  • Must have relevant experience and expertise on the political, governance, peace and security situations in Africa.
  • A minimum of six (7) years of relevant professional experience in political analysis in the developing countries, the majority of which should be in Africa;
  • Considerable experience in support for Poverty Reduction Strategy Papers (PRSPs), related development programs of African countries, and the national as well global MDG agenda; experiences with work on multilateral institutions will be an advantage;
  • Proven leadership and team leading skills; results oriented and ability to work in multi-cultural environment;
  • Demonstrable understanding of regional social issues, analysis and policy formulation; knowledge of the practices of major bilateral and multilateral partner development agencies in African countries is an added advantage.
  • Ability to apply innovative approaches; ability to work in teams, to analyze and summarize; good interpersonal, communication and project management skills; demonstrated attention to detail, emphasis on results.
  • Ability to communicate and write effectively in English or French with good working knowledge of the other language.
  • Highly competent in the use of standard software applications such as Word, Excel, Power Point, Access, SAP, etc
