Chief of Party

The Center for International Private Enterprise (CIPE) was established in 1983 by the U.S. Chamber of Commerce to support private enterprise and market-oriented reform in emerging markets around the world. CIPE works with business leaders, think tanks, journalists and policymakers in over 100 countries to build the civic, economic and political institutions necessary for market-oriented democratic societies.

Note: This position is for inclusion in an upcoming proposal submission and is contingent on award of funding.

Job Summary

The Center for International Private Enterprise (CIPE) is seeking candidates for the position of Chief of Party for a Moldova for a four year USAID program (BRITE Project) dealing with public/private dialogue, and reform of institutions in tax collection, customs, and other issues effecting the business enabling environment. The Chief of Party will manage a local staff in a project providing technical assistance to the State Tax Service and Customs Service, to allow them to implement needed reforms. The program also seeks to strengthen the reform process by improving public private dialogue on reform issues and the quality of debate by improving public and private communication skills. CIPE is seeking a candidate with economic reform experience in the above mentioned areas and with a proven track record of facilitating public-private communications, with an emphasis on strengthening the capacity of private organization to participate in the policy process.


Qualifications


Applicant Qualifications

The successful candidate will possess the following qualifications:

  • At least 15 years experience in private sector development with technical skills in one of the areas mentioned above (tax administration, trade facilitation, and/or business enabling environment reforms).
  • Previous proven experience with USAID-funded contracts, preferably in project management roles
  • Demonstrated ability to establish productive relationships with public and private stakeholders
  • Previous work in the transition economies of Central and Eastern Europe and/or the Former Soviet Union
  • A graduate degree in a relevant discipline such as business, economics, or law.
  • Romanian language desired.
