Shelter-Afrique is in the process of recruiting a Consultant to work with its Senior Management and Human Resources function to align purpose and strategy and create an internal performance supportive of excellent performance. We are therefore writing to request for proposals from you. The terms of reference for this consultancy are appended below for your reference.

1.0 Background Information

SHELTER-AFRIQUE is a regional Housing Finance Institution established by African governments dedicated to investment in housing and urban development in African Countries. Shareholders include 43 African countries, the African Development Bank, The Africa Re-Insurance Corporation. Its mandate is to provide financing by way of debt, quasi-equity and equity to both public and private institutions for housing in urban infrastructure projects in its member countries. The company’s key functions are organized around 5 departments, including Executive Management, Business Development and Operations, Corporate Services, Finance and Budgeting, Risk and Compliance Department and currently carried out by 39 staff members in management, professional and associate categories.

2.0 Overall Objective

During 2010, Shelter Afrique carried out a detailed evaluation of its human resource strategy, policies and structures. Key outcomes included the urgent need to improve the organization’s effectiveness through implementing specific Human Resources activities and programs and embedding proactive approaches to improve performance; ultimately to catapult Shelter Afrique into a top multilateral institution. Shelter Afrique is now looking to retain Consultants to work with its Senior Management and Human Resources function to align purpose and strategy and create an internal performance supportive of excellent performance.

The Company is agreed that improving current policies and procedures, implementing a common code of performance, behavior and ethics will encourage an open and trusting environment so that Managers and employees can provide honest real time feedback, coaching, advice critical to the creation of win-win problem solving approaches to performance and organization development catapulting the institution to a top rated multilateral institution.

3.0 Scope of work:

The consultants will be required to:

Ø Understand the agreed HR action plan for achieving organization excellence, design and implement training activities necessary to build a supportive internal environment to improve strategy execution; including the cultivation of responsible direction, leadership, accountability and control that will ensure medium term development of performance. Particular emphasis shall be placed on the depth and relevance of proposed training programs and follow-up for trained Directors and team leaders during 2012 ;

Ø Align current job evaluation, recruitment and career progression practices with the 2012-2016 corporate strategy and based on agreement, provide input into the definition of clear and concise objectives and performance expectations for each function ensuring harmonization and consistency across the organization;

Ø Structure and Implement programs to ensure that the organization becomes and implements a high performing organization culture; blending top down innovation and financially motivated staff working within a well regulated and disciplined environment. Particular emphasis is required to be placed on programs that ensure responsible team resource and conflict management.

Ø Design and implement training and communication programs to equip Executive and Senior Management with practical tools to achieve organizational cohesion and lead staff to share and understand the Company’s vision to provide decent housing to Africa, their role towards achieving organizational excellence; understand and support staff on an ongoing basis to contribute to their own success, development and that of the organization. Particular emphasis is required in the design, training and assimilation of vibrant performance management throughout the year.

Methodology

The scope of activities will require definite targeted solutions to different cadre of staff and will require dedication and specialization by Consultant in one or two identified areas. Consultants may bid for the entire scope of works or for the area in which they have the greatest demonstrated strength and can, working with other selected or identified consultants work over the short term to add value to the company’s objectives. Consultants will be expected to use a systematic and an acceptable approach in carrying out the assignment(s)

4.0 Time Schedule

The duration of the consulting services will be 30 working days staggered according to the schedule proposed and aligned with overall business objectives during 2012.

6.0 Bidding Format

The Bid must contain the following parts:

1. Covering letter indicating administrative information including:

Name of applicant firm, full address, telephone and fax numbers and e-mail

Address;

2. Technical content of the bid including:

· Detailed CV of the proposed consultants showing areas of skill for work being tendered for, an explanation of the nature and

extent of their availability and participation in the assignment;

· Demonstrated knowledge and experience in the field of organization development spanning a period of over 15 years in respect of designated lead Consultants; knowledge and experience in change management and organizational coaching will be an added advantage;

· Description of previous assignments undertaken, duration of assignments and results achieved with emphasis of results achieved within a multinational/multilateral/multicultural institutional setting;

· Description of the consultant’s work programme, methodology and

Organization set to implement the assignment and performance indicators including milestones expected to be achieved at given intervals;

· Experienced gained in the review and formulation of organization staff policies and procedures;

· While the work and major assignments are expected to be completed in English, working knowledge of French by one of the participating Consultants will be an added advantage.

Comprehensive costs for the assignment stated in US Dollar (US$).

7.0 Selection and Evaluation Criteria

The bids shall be scrutinized on the basis of details provided under paragraph 7.0, following the under mentioned qualifying overall score weightings:

· Technical aspects shall carry 75% weight; equally divided among the listed criteria;

· Where Consultants bid for only specified aspects or areas of this tender, the same technical criteria shall be followed limited to area quoted; in this respect, each bid shall be evaluated for responsiveness to each of the four itemized areas under Paragraph 3.0 above.

· Financial aspects shall carry 25% weight

· Shelter Afrique reserves the right to select up to 3 firms of Consultants to provide the services working as a team or individually under any of the itemized headings listed under Paragraph 3.0

· Successful Consultants must be prepared to commence work by March 1st 2012 at the very latest
