Chinese Environment Expert (3 person-months)

ABU Consult Berlin GmbH, a German consultancy firm, is looking for Chinese experts for an Asian Development Bank funded project.
The Project is envisaged to start in March 2012 and to have a duration of 9 months.

Tasks (making reference to 1 international expert and the Chinese expert sought in this ad):
Environmental analysis.
The environmental experts shall be professionally qualified and must have at least 15 years (international) and 8 years (national) work experience in environmental impact assessment in the PRC. The consultants will ensure that the draft consolidated project initial environmental examination (IEE) will comply with Safeguard Policy Statement requirements.
The international environment specialist shall have overall responsibility for environmental due diligence of the project, and provide guidance to the national environment specialist. S/he shall coordinate with other social and safeguard teams, to ensure consistency of the different safeguard plans.
The international and national environment specialists’ duties include, but are not limited to, the following:
(i) assess the capacity of HED and design institutes for environmental assessment, management, and monitoring, and recommend required measures for capacity building;
(ii) advise HED and the design institutes on the environmental assessment requirements specified in the Safeguard Policy Statement and review the domestic environmental impact assessments (EIAs) prepared for each project component and make sure that all domestic EIAs meet the requirements specified in the Safeguard Policy Statement as much as possible;
(iii) prepare a project IEE and environmental management plan (EMP) following the format and contents specified in the annex to appendix 1 of the Safeguard Policy Statement and ensure rigor in the English version of the project IEE, including the EMP;
(iv) evaluate the environmental appropriateness of project sites and recommend environmentally friendly options for project component design and construction, including potential use of clean energy sources, reduction of greenhouse gas emissions, and climate change resilient options; provide the necessary environment analysis and justification inputs for the financial and economic analyses of each subproject;
(v) assist HED to establish a project-level grievance redress mechanism (GRM) covering formal and informal channels, addressing indigenous peoples needs if relevant, based on established project’s area of influence, and set out the timeframe and mechanisms for resolving complaints about environmental performance;
(vi) assist the implementing agencies with stakeholder participation, consultation, and involvement during EIA/IEE/EMP/GRM preparation and disclosure of relevant information;
(vii) establish environmental baseline indicators and performance targets for the DMF;
(viii) discuss relevant Safeguard Policy Statement requirements for project implementation with project stakeholders; assist the team leader in developing the terms of reference for project management consultants;
(ix) assist with the preparation of a project performance management system, including a reporting format and measurable indicators;
(xii) revise the project IEE based on comments received from ADB and external reviewers;
(xiii) develop drafts IEE in response to ADB comments and conduct of peer review presentation; and
(xiv) identify the applicable national and local laws and regulations related to environment, health, and safety aspects of the project.
Related to items (ii) and (iii) above, the specialists shall ensure that the component EIAs and the project IEE will comply with Safeguard Policy Statement requirements, including:
(i) screening of environmental risks and impacts;
(ii) definition of the project’s area of influence as defined in appendix 1, para. 6 of the Safeguard Policy Statement;
(iii) establishment of environmental baseline, including the accurate description of project’s activities during construction;
(iv) assessment of potential direct, indirect, cumulative, and induced impacts and risks to physical, biological, and socioeconomic resources in the context of the project’s area of influence;
(v) assessment of risks to physical cultural resources (PCR), including PCR protection and management planning if necessary;
(vi) assessment of impacts on local livelihood systems through environmental media;
(vii) assessment of impacts on biodiversity, and related biodiversity conservation and natural resources management requirements;
(viii) risks to occupational and community health and safety (including emergency preparedness and response plans);
(ix) identification of project associated facilities and conduct of related environmental due diligence;
(x) compliance with internationally accepted standards and guidelines such as the World Bank Group's Environmental, Health and Safety Guidelines;
(xi) alternative analysis for all project components, including (but not limited to) the without-project option; and
(xii) development of an EMP that includes the proposed mitigation measures, environmental monitoring and reporting requirements, related institutional or organizational arrangements, public consultation and GRM, capacity development and training measures, implementation schedule, cost estimates, and performance indicators.
