Mid Term Review for Children and Youth in Conflict with the Law Project Phase II

About the role

To support the Children and Youth in Conflict with the Law Project (CYiCL) of Save the Children Solomon Islands to carry out a mid-term evaluation of the project. This would include desk based research, community and stakeholder consultations. This will include: 1. Focus group discussions with a sample of Crime Prevention Committees 2. Semi-structured interviews with community members, team and key stakeholders 3. Reviews of project documentation 4. Reflection workshop with team and stakeholders 5. Report showing progress against the design, recommendations for effective implementation of the remainder of the project and any identified areas for longer term input for a further phase of the project. The consultant will work closely with Programme Quality Team and the Children and Youth in Conflict with the Law (CYiCL) team at national and provincial level and other Save the Children project teams.

Timing It is anticipated that this consultancy will take place over 40 days from March 2012

Requirements To be successful in this role, you will have minimum skills, knowledge and experience in the following areas: • Demonstrated legal knowledge, skills and experience (minimum 3 years)

• Ability to communicate complex messages with a range of diverse stakeholders, including community members

• Facilitation skills with a variety of audiences

• Research and analytical skills

• Demonstrated knowledge of court processes, alternative dispute resolution practices and principles of juvenile justice

• Experience and practical understanding of courts, police and corrections and associated juvenile support and community services

• Experience in legal reform and policy development

• Positive experience in working in an international or culturally diverse context

• Strong understanding of child rights and international conventions relevant to children in the justice system • Sound understanding of the child rights approach to development

• Sound understanding of community development

• Sound understanding of participatory evaluation tools, methods and practises

• Tertiary, post-graduate qualification/s in Law or equivalent legal experience

• Cultural sensitivity and an ability to work in a developing community.
