Monitoring and Evaluation Specialist, Indonesia Health Systems Strengthening

Description: Cardno Emerging Markets USA, Ltd. (Cardno) is seeking candidates for the position of Monitoring and Evaluation (M&E) Specialist for an anticipated AusAID-funded Health Systems Strengthening project in Indonesia. The position will be based in Jakarta, Indonesia. This national level program will work closely with the Ministry of Health, as well as other Indonesia Government agencies such as the Ministry of Finance, and Bappenas. The program will be partially harmonized with Global Fund Health Systems Strengthening support to Indonesia. The program will focus on providing technical assistance to improve health financing and health workforce quality supply and distribution, as well as to strengthen evidence-based policymaking and reach Indonesia’s poorest populations. The program will work with national and decentralized government structures as well as universities, research institutes, civil society organizations, and the Global Fund.


The M&E Specialist will be responsible for the development of analytical tools, performance measurements, quantitative and qualitative methodologies, and other deliverables requested by the client. S/he will work under the direction of the Team Leader to implement a robust analytical framework for the project that addresses the data needs and provides the evidence required by the. S/he will provide technical assistance and guidance to partners to ensure the accuracy, validity and consistency in the data collected; will play a key role in the effective monitoring of progress towards the overall project, identification of implementation challenges; and will coordinate the development of quarterly updates, annual reports and ad hoc briefs as requested by the client. The M&E Specialist will also coordinate and facilitate the knowledge management and dissemination of analytical tools and data collected by the project’s stakeholders.

Qualifications: Advanced Degree

Minimum 5-7 years of experience in international development with extensive experience in monitoring and evaluation

Practical experience designing, managing and monitoring international health projects

Experienced professional, able to deliver in a fast-paced environment with minimal guidance

Strong analytical, communication, and coordination skills are a must

Field-based experience in developing countries required, Indonesia experience preferred

Extensive knowledge of Indonesian health sector and context

Fluency in English required; additional fluency in Bahasa Indonesia preferred
