PROGRAMME ANALYST

UNDP Environment and Energy Group (EEG) is based in UNDP’s Bureau of Development Policy and is responsible for providing leadership and technical support for delivery of the Environment and Sustainable Development pillar of UNDP’s Strategic Plan. Its main focus is to help countries develop the capacity to fully incorporate environmental sustainability into development at national and local, but also global and regional, levels. The principal areas of work are in environmental mainstreaming, environmental finance, adaptation to climate change, and local governance of resources, including energy.

With its technical focus, the Environment and Energy Group (EEG) is organized into substantive technical teams to provide support to countries in the area of climate change through different initiatives. Within the Green Low-emission and Climate-resilient Development Strategies (Green LECRDS) Team, one such initiative is the Climate Change Capacity Building Programme, funded by the European Union (EU) and the German Government. The programme will be carried out in 15 countries and has two overall objectives: 1. to build public sector capacity on developing greenhouse gas (GHG) inventory systems, nationally appropriate mitigation actions (NAMAs), low-emissions development strategies (LEDS), and monitoring, verification, and reporting (MRV) procedures; and 2. to build private sector capacity for mitigation actions in selected sectors (i.e. cement, iron and steel, petrochemicals, fertilizers).

The programme will follow a country-driven, multi-stakeholder approach and will be carried out through a collaborative effort between UNDP, EU, and the German Government. It will build on various experiences already developed by UNDP and the EU such as the National Communications Support Programme, the European Commission’s study on monitoring and reporting of greenhouse gas emissions, policies, and measures in developing countries, the UNDP Territorial Approach to Climate Change program, and the UN-REDD Programme, among others.

Additionally, UNDP will seek to assist other countries not included in the EU-UNDP Programme that are interested in developing Green low-emissions, climate resilience development strategies (Green LECRDS), upon request by national governments. This assistance will be provided to countries that are planning to initiate a discussion process on how climate change actions can be developed and implemented in the context of national priorities. Seed funding will be provided to prepare these initiatives that will serve as the basis to initiate discussions on low-emission policies to assist national or sub-national government put forward a climate change agenda that can more effectively contribute to their sustainable economic development goals.

In this context, UNDP is looking for a Programme Analyst who will work in close collaboration with the Programme Manager, Technical Specialists and Country Offices to support smooth project implementation, timely Programme reporting to the EC and other donors, Knowledge Management and Communication, and general overview of project operations.

The Programme Analyst will be based in New York and is expected to have general programme knowledge. She/he will be responsible for collaborating with the Programme Manager and Technical Specialist to provide substantive support, operational guidance, and professional communication strategies.

Duties and Responsibilities

Operational Programme Implementation

The Programme Analyst is responsible for ensuring the Programme adheres to operational standards held by UNDP, the European Commission and additional donors. Within this context the Programme Analyst is expected to:

  • Monitor expenditures following general UNDP procedures;
  • Support the Global Programme Manager in ensuring financial and budgetary compliance at the global and country level;
  • Develop sound and scalable systems to monitor, track, and report on operational programme implementation;
  • Assist with the development and output of programme implementation materials, including project documents, guidance materials, templates, etc.;
  • Support development of indicators to report programme achievements;
  • Support timely communication from headquarters to national project teams with regard to programme implementation and reporting.;
  • Collect and synthesize project progress for use by internal and external parties.

Expected Result: Programme operations are systemized, monitored and reported upon efficiently and effectively.

Oversee Programme Visibility and Knowledge Management

As an important and potentially expanding programme the Programme Analyst is responsible to ensuring programme visibility and production of knowledge management tools and products. In this context the Programme Analyst is responsible for:

  • Development and implementation a global programme outreach and visibility strategy;
  • Assisting countries to develop their own outreach and visibility strategies, in line with the overall objectives of the programme;
  • Developing and managing the creation of a programme website, ensuring regular updates and inclusion of relevant and timely material;
  • Ensuring all advocacy and knowledge products adhere to EU-UNDP Joint Visibility Agreement standards as well as UNDP Communications standards and that products are collected, catalogued and added to an Advocacy and Knowledge Product document library;
  • In collaboration with the Technical Specialist, identifying relevant lessons learnt to be disseminated between countries and identify and develop linkages, as appropriate.

Expected Result: UNDP and The Low Emission Capacity Building Programme recognized for their learning and management contributions in the area of NAMAs, LEDS, GHG Inventory Systems and MRVs.

Programme Communication and Donor Relations

The Programme Analyst will serve as the main liaison with EC delegation, EU counterparts, additional donors, and UNDP partnership bureaus on operational issues; working to ensure contractual obligations are met and donors are appraised of programme progress. In this context the PA is expected to:

  • Regularly liaise with EU representatives to communicate programme updates, including reporting on expenditures and substantive project progress, with the guidance of the Programme Manager and Technical Specialist;
  • Provide substantive and organizational support to ensure successful Global Steering Committee meetings on a bi-annual or quarterly basis;
  • Collect, monitor, synthesize and deliver bi-monthly status reports to the Global Steering Committee;
  • Provide programme briefs when needed for UNDP, EC or donor events, including the analysis and tracking of follow-up actions on programme implementation at the global level;
  • Record and archive official programme communication with donors, including minutes, Note to File, official communication, etc.

Expected Result: Programme communications and donor relations are conducted regularly and in an organized and timely manner, thereby helping to further distinguish UNDP as a leading partner in implementation and programme management.

International Programme Event Planning

The Programme Analyst will manage the logistics of international and regional workshops and trainings and provide guidance to country teams on the development of national events while providing input into the substantive aspects of said workshops and training by:

  • Contributing to the design of thematic workshops and training activities in coordination with the Programme Manager, Technical Specialists and on the basis of capacity development needs derived from countries’ requirements;
  • Coordinating and overseeing logistics for international, regional and national workshops and trainings in close collaboration with other partners and centers of excellence;
  • Provide substantive input into the objectives, outputs and potential synergies for workshops and trainings from other relevant international initiatives;
  • Overseeing the procurement of workshop materials and resources.

Expected Result: Programme events are successful carried out adding to the technical and operational capacity of their participants while providing visibility for UNDP.

Required Skills and Experience

Education:

  • Masters degree in International Development, Communications, Environment or other closely related field preferred, or Bachelors degree with at least 4 additional years of relevant experience in International Development, Communications or Environment.

Experience:

  • Minimum 2 years relevant experience in development, programming and/or operations;
  • Demonstrated experience with Knowledge Management and Communications functions at the global level;
  • Demonstrated experience with operational oversight and reporting of project activities at the global and national level;
  • Experience organizing exchange workshops and training activities at the international level;
  • Demonstrated experience reporting and briefing donors and stakeholders on programme activities and progress;
  • Excellent knowledge of UNDP policies, procedures and practices, including knowledge of ATLAS, a strong advantage;
  • Full computer literacy, including proficiency with word-processing, spreadsheet and presentation software;
  • Experience working with developing countries a requirement.

Language Requirements:

  • Excellent knowledge of English, as well as writing, presentation and communication skills;
  • Fluency in other UN languages is an asset.
