PROGRAMME MANAGEMENT ADVISOR - GFATM

UNDP is a key partner to the GFATM and is the UN agency assuming the role of Principal Recipient of GFATM grants in selected countries. In its role as Principal Recipient, UNDP is responsible for the financial and programmatic management of the GFATM grant as well as for the procurement of health and non-health products. In all areas of implementation, it provides capacity development services to sub-recipients and implementing partners.
UNDP/PAPP is the Principal Recipient in the implementation of grants provided to the oPt by the Global Fund to fight HIV and AIDS and Tuberculosis (TB) and Malaria. In the oPt the Programme Manager will work on the Global Fund Round 7 HIV and AIDS and Round 8 TB grants.
The Programme has been implemented for over a year requiring at the time the development of operating and programmatic modalities in partnership with all stakeholders, building on existing competencies. The challenge now is to consolidate the achievements, to ensure the efficacy and sustainability of programme delivery in the complex setting and constraints unique to the oPt. This is also about strengthening the multi-level partnerships needed for the Global Fund joint and multisectoral programming. In the absence of UNAIDS (normally in charge of the UN response on HIV and AIDS) and of a Global Fund Country Coordinating Mechanism (CCM - the oPt is not eligible for recognized CCM body) or any solid governing bodies, UNDP/PAPP carries many coordination functions of the HIV and AIDS response in the oPt in addition to its managerial role with the Global Fund grants.

Duties and Responsibilities

The GFATM Programme Manager will work under the authority of the Special Representative and report directly to the Deputy Resident Representative. Specific functions include, inter alia:
  • Implementation of Global Fund programmes and strategies
  • Provision of top quality policy advice services to senior UNDP/PAPP management, UNDP/PAPP staff and the National Authority and facilitation of knowledge building and management in relation to HIV and AIDS, and TB
  • Creation of strategic partnerships and conceptualization of a resource mobilization strategy with the Global Fund, other donors and technical partners
Ensures implementation of the Global Fund programme strategies focusing on achievement of the following results:
  • Provide overall strategic, managerial and leadership direction for the Global Fund Programming in the oPt; and oversight of all national project staff at the Global Fund Unit and any international/national consultants;
  • Plan and manage the overall work of the Global Fund Unit and assume full programmatic and operational management of the grants: finance, programme, procurement, legal & contracts and human resources;
  • Take forward the work-plan and budget to implement proposed activities in co-ordination with the various partners as UN Agencies, Government, local and international NGOs;
  • Manage the overall preparation of regular quarterly progress and financial reports in accordance with the requirements of the Global Fund and UNDP;
  • Supervise the overall preparation and regular update of the procurement strategies and plans, including procurement of medical, non-medical items and other services;
  • Supervise the overall preparation of annual audit plans and any financial documentations;
  • Assess and monitor progress achieved working with all parties to ensure targets are met or, when these targets are not achieved, take corrective action to ensure the Programme remains on track;
  • Supervise the implementation of the UNDP-led component of the Global Fund/UNDP work plan
  • Co-ordinate the implementation of all Global Fund sponsored activities through regular contacts with all SR and SSR as well as with other technical assistance programmes in the oPt;
  • Coordinate and supervise the Global Fund/UNDP Team which currently comprises of a Senior M&E Officer, a Supply Chain and Liaison Officer, a Programme Assistant, a Finance and Administration/Finance Officer and a coordinator in Gaza;
  • Maintain solid relationships and share information and any relevant updates with the Global Fund Secretariat
  • Interact directly with UNDP BDP HIV/AIDS and TB Group, OLPS, OAPR and IAPSO on programmatic, legal, procurement and audit issues;
Provide top quality policy advice services to senior UNDP/PAPP management, UNDP/PAPP staff and the National Authority and facilitation of knowledge building and management focusing on achievement of the following:
  • Provide policy advice to Senior Management and build the capacity of national staff and knowledge among UNDP;
  • Work closely with other Advisers, including the Gender and Social Development Adviser ensuring gender mainstreaming into Global Fund programming and vice versa, health care mainstreaming into social development and gender programming
  • Prepare policy notes and interact with the Government at the highest level,
  • Provide policy advices and technical guidance to National Authorities for strengthening national response to HIV/AIDS and TB, setting HIV/AIDS and TB national targets in the framework of "Three Ones" principle and ensure that they are incorporated with the targets of the GFATM HIV/AIDS and TB grants.
  • Acts as the office HIV and AIDS resource person and the UN Cares coordinator for the UN family in the oPt
Creation of strategic partnerships and implementation of the resource mobilization strategy focusing on achievement of the following:
  • Represent UNDP in National AIDS Committee/UN Theme Groups meetings and work with the NAC/UN Theme Groups and all its sub-committees on regular basis;
  • Represent UNDP in all health related sectoral groups (UN and national counterparts)
  • Facilitate and support participation of various stakeholders in all stages of the project and promote the creation and/or development of networks ensuring there is added value to the Global Fund financing,
  • Work with UN HIV/AIDS and TB Theme Groups and Technical Working Group on UN HIV/AIDS and TB Joint Programming, work plans and other initiatives;
  • Ensure adequate and timely support is provided to the UN Agencies in the elaboration of progress reports, annual work plans and planning other joint activities and initiatives
  • Build the capacity of national partners and Global Fund sub-recipients through development of direct team and the necessary materials
  • Develop and manage relations with relevant national and international institutions
  • Manage the generation and dissemination of information about the project activities, results achieved, lessons learned among UNDP Practice Areas, Country offices, UN Agencies, national stakeholders and other partners;
  • Perform other related tasks as required by the supervisor.
Impact of Results:
  • Ensure results impact outwardly in support of national policies, strategies and priorities in the oPt, positioning UNDP as a key player impacting positively on the Palestinians.
  • In respect to the above, ensure key results would impact on the overall performance of the GFATM programme and strengthen the strategic positioning of UNDP and the UN-wide system in the oPt through sound policy and strategic advice and development services.

Required Skills and Experience

Education:
  • Masters degree in the one of the following areas: public health, health management, public administration or development related field.
Experience:
  • Minimum of 10 years of experience in relevant field. Working experience with international organizations, governmental, non-governmental structures at all levels.
Language Requirements:
  • Excellent spoken and written English is required. Knowledge of other UN language is desirable. Working knowledge of Arabic will be an advantage.
