Regional Monitoring and Evaluation Manager, Coffee Initiative

Location: Addis Ababa, Ethiopia



I. TechnoServe Background:

TechnoServe is an international, non-profit economic development organization founded in 1968 out of a conviction that a vibrant private sector is an essential foundation for economic growth and poverty reduction. TechnoServe undertakes targeted, catalytic technical assistance and other programming to increase the competitiveness of entrepreneurs, businesses and industries that in-turn provide sustainable employment, inclusion of the poor and increased incomes. TechnoServe operates in 25 developing countries with over 1000 employees. A substantial portion of our work is in agriculture, enhancing farm productivity and commodity quality and addressing gaps in processing and other agribusiness capacities. Our programs increase smallholder access to new technologies, aggregation and storage mechanisms, markets, critical information and finance. TechnoServe also undertakes structured programs to identify and support high potential entrepreneurs in various sectors through leadership mentoring networks, formalization support, access to capital and development of sustainable business services such as accounting, finance, marketing and human resource management.



II. Program Description:

• Coordinate M&E activities across the region for the Coffee Initiative
• Ensure accurate and timely data is available to support project management
• Lead efforts to measure progress towards attaining program goals



III. Position Description:

Responsibilities and duties include, but are not limited, to the following:

Coordinate M&E activities across the region for the Coffee Initiative
• Develop and refine a Performance Monitoring Plan (PMP).
• Work with broader East Africa M&E team to ensure alignment of M&E activities and processes.

Lead efforts to measure progress towards attaining program goals
• Set out the framework and procedures for evaluating the project’s social impact, including designing and implementing social impact surveys, analyzing and synthesizing results, particularly in comparison to the baseline surveys already conducted during Phase 1 of the Coffee Initiative.
• Analyze and monitor country level data and results to identify causes of potential bottlenecks in implementation of M&E activities.
• Synthesize country level data to provide consolidated results at a programmatic level.
• Refine measurement approaches to improve capture of the project impact.
• Develop and refine templates to analyze and graphically present project impact.

Ensure accurate and timely data is available to support project management
• Work with country teams to ensure all required data is collected on time and accurate.
• Coordinate the regular sharing of M&E outputs with management, donor, and other stakeholders.
• Work with the country teams in preparation of progress reports to the donor.
• Organize and undertake necessary M&E training and guide staff in preparing progress reports.
• Launch the TechnoServe M&E Portal for the Coffee Initiative.
• Manage the development of innovative approaches to data collection, e.g. Agronomy Data Management System.



IV. Required Skills & Experience:

• Advanced Degree in relevant discipline.
• 5+ years of experience with M&E methods and approaches, designing, planning and implementing M&E systems, information analysis and reporting the logical approach framework/other strategic planning approaches.
• Ability to train and organize staff.
• Solid understanding of rural development.
• Preferred private sector experience in agriculture, agro-processing or manufacturing.
• Advanced skills in Microsoft Word, Excel, PowerPoint, Outlook
• Proficiency in English (written/spoken).
