Regional Public Financial Management Advisors based in Barbados

The Fiscal Affairs Department (FAD) of the IMF is seeking two highly-qualified experts to fill Regional Public Financial Management (PFM) Advisor positions at theCaribbean Regional Technical Assistance Center (CARTAC), based in Barbados.The Advisors' appointment term would be for an initial period of one year, on a renewable basis, subject to satisfactory performance.
The Advisors will provide direct technical assistance (TA) on a range of PFM areas to the 20 countries covered by CARTAC (Anguilla, Antigua & Barbuda, The Bahamas, Barbados , Belize, Bermuda, British Virgin Islands, Cayman Islands, Dominica, Grenada, Guyana, Haiti, Jamaica, Montserrat, St. Kitts & Nevis, St. Lucia, St. Vincent & the Grenadines, Suriname, Trinidad & Tobago, and Turks & Caicos Islands). Their work programs will cover all PFM areas: legal and regulatory framework, budget preparation (including budget classification, medium-term budgetary frameworks, performance-oriented budgeting), budget execution (including expenditure control, treasury operations, and cash management) debt management, government accounting, fiscal reporting, financial management information systems, and internal audit. The Advisors will also supervise the technical assistance work of short-term PFM experts financed by CARTAC. The Advisors will work under the general direction of the CARTAC Center Coordinator while on substantive issues, they will report to FAD staff in Washington D.C. Extensive travel within the countries covered by CARTAC should be expected.

Qualifications

Successful candidates will hold a university degree in the relevant fields, should possessexcellent written and oral communication skills in English, be fully conversant in office computer applications and information technologies (such as Word, PowerPoint, Excel, Internet), and have extensive experience in project management. They will also posses excellent interpersonal skills, an ability to work as part of a team, an aptitude to effectively transfer technical knowledge and maintain effective and cooperative relations with national authorities as well as donors, as well as capacity to handle sensitive issues with discretion in a multicultural environment. Experience in organizing and conducting hands-on training courses and workshops would be desirable, as will be flexibility and adaptability in a range of PFM areas.
Preference will be given to candidates who have a minimum of ten years of relevant experience, including experience in a senior or advisory position within a ministry of finance, treasury or a related budgetary institution; who have actively managed, or participated in, the delivery of TA programs in the PFM fields noted above; who can additionally show experience in managing and overseeing TA work and coordinating with donors; and who are fully aware of the PFM challenges facing the region. Candidates with strong background in public debt management are also encouraged to apply.Experience of the design and the delivery of assessments under the PEFA PFM Performance Measurement Framework would be desirable. Other qualified candidates, not selected for this position, may be considered for short-term technical assistance assignments.
