Regulatory Affairs Manager/Economist ECTA

ECTA, the trade association representing the interests of some 150 competitive telecoms operators across Europe, is seeking a Regulatory Affairs Manager preferably with an economic background to join its regulatory and public policy team in Brussels.

This is an exciting time in the telecoms sector and the individual can expect to be exposed to major European and national institutions and to key debates on pricing and regulation of fixed access in the transition to next generation fibre networks, the revision of the European Commission’s Recommendation on relevant markets for the telecoms sector, and the review of guidelines on State Aid for broadband.

The scope of the role will depend on the individual selected, but could include:

  • Co-ordinating ECTA working groups or specific policy projects, particularly those with an economic aspect
  • Managing economic research projects and benchmarking exercises
  • Preparing briefing and policy positions in collaboration with ECTA’s members
  • Managing relationships with representatives from EU institutions and ECTA’s members
  • Representing ECTA at meetings, public hearings and conferences
  • Contributing to the arrangement of ECTA’s flagship events such as the annual ECTA Regulatory Conference

The post will report to the Director of the Brussels Office. Requirements include:

  • Excellent written and verbal communication skills in English, other languages an asset
  • In depth knowledge of the application of regulation in the telecoms or a related sector
  • A strong grounding in industrial economics or a related discipline such as regulatory finance
  • At least 3 years experience in a consulting firm, operator, European or national Government institution or regulator
  • Flexible and consensual approach – able to work well in a small team
  • Pro-active, able to work on own initiative

There will be scope for the job holder to develop in post broadening their skillset and range of responsibilities.
