Field of activity

The African Union Commission (AUC) is charged with Africa’s rapid integration and sustainable development. An integrated infrastructure development is essential for economic development, peace building and for greater regional integration. However, Africa’s infrastructure networks remain highly fragmentary and bottlenecks continue to exist, especially with regard to delivery of infrastructure services. The need for strong coordination among the various institutions dealing with infrastructure was underscored by the Heads of State. Based on this fact, a design for an Institutional Architecture for Infrastructure Development in Africa (IAIDA) was proposed with in order to support the implementation of the Programme for Infrastructure Development in Africa (PIDA), and to serve as a backbone for the implementation of any AU Infrastructure Programme. IAIDA is expected to create an integrated and enabling management environment, capable of enhancing the capacity of the African Union Commission and its institutions. IAIDA should therefore streamline all national, regional and continental efforts, and serve as a unique platform where all business processes for infrastructure development will be undertaken and shared. Each governing body will be assigned a role and clear responsibility to avoid duplication of tasks and events in order to win tangible achievements in the development of the infrastructure in Africa.

Your tasks

With your expertise as Expert for Transboundary Water Management you will support the Head of infrastructure programmes and projects by overtakting specific as well as managerial duties. In detail you will be responsible for the following:
  • Prepare annualized work plans and budgets based on a results based logical framework
  • Collate, review and prepare quarterly progress reports on the status of the implementation of the PIDA priority infrastructure programmes and projects,
  • Develop a monitoring and evaluation framework in close collaboration with the M&E specialist
  • Prepare annual sector reports on the progress of the implementation of the African water infrastructure development agenda
  • Facilitate establishment of Special Purpose Vehicles (SPV) at regional levels for the implementation of bankable transboundary water infrastructure PPP projects in close collaboration with the NPCA PPP/Investment Expert

Your profile

You have an advanced academic degree in Water Engineering, Hydrology or equivalent, and extensive professional experience in the water sector. You have in-depth knowledge in the field of transboundary integrated water resources management. Your skills in developing regional programmes and projects in the context of Transboundary Diagnostics Analysis (TDA) are outstanding. You are familiar with IWRM planning processes as well as policy formulation. This also complies water-related MDGs, strategies and challenges, and relevant global water conventions, treaties and programmes. You have a sound knowledge of transboundary or ground water modeling. You have successfully cooperated with partners within the public sector at either national, sub-regional, regional or continental level. Your excellent interpersonal skills come along with the ability to work in a multi-cultural African environment. Your serenity, good sense of humour will help you to remain motivated in tense times. You are proficient in one of the African Union working languages English or French. Familiarity with Arabic or Portuguese would be an asset.
