Assistant Project Manager – Primary Health Care IOM

Background

IOM is committed to the principle that safe and orderly migration is a benefit to migrants and society, and is essential for achievement of the Millennium Development Goals. As a global intergovernmental organization, IOM supports governments to effectively manage the various challenges related to migration, and also provides assistance to migrants. In the health sector, this involves acting as a technical agency to address national priorities and as an implementing agency which partners with government, communities, and other agencies to strengthen health systems to meet the needs of hard-to-reach mobile populations, migrants, and their local host communities.

Within the context of promoting safer migration, IOM’s Eastern Myanmar Health Programme comprises several projects that extend the reach of government health systems to locations which host internal migrants and are also transit, source, and return communities for international migrants. IOM’s programme involves close partnership with government counterparts and builds capacity of partners and migrant hosting communities for health promotion, diagnostics, referral, treatment, and for extension of service delivery to vulnerable groups. The comprehensive package addresses key health challenges faced by migrants, including maternal and child health, tuberculosis, HIV/AIDS, malaria, and in some locations primary care.

The relevant project involves supporting capacity of the health system to promote the health of harder-to-reach migrants living in displaced settings and migrant “clusters” in four townships of Mon State. The integrated package includes mobile clinic and community-based strategies for delivery of Primary Health Care, Maternal and Child Health, Reproductive Health, and prevention, treatment, care and support for prevalent communicable diseases.

Responsibilities

Under the overall supervision of the IOM Chief of Mission, the joint direct supervision of the Head of Sub-office and Senior Programme Associate, with guidance from the Programme Manager – Migration Health, and in collaboration with admin/finance and other colleagues, the incumbent will be responsible for managing the project at field level, including coordinating with local authorities and other implementing partners, data and staff management, ensuring project visibility, planning, monitoring, and reporting.

In particular, she/he will be responsible for:

a) Assisting the Head of Sub-office in managing the IOM Mawlamyine sub-office
• Support the supervision of health staff in undertaking their functions, including performance evaluation, and identify areas for staff development.
• Become familiar with IOM’s overall approach to migration management, including globally and in Myanmar, for potential integration of health activities within migrant protection, trafficking in persons, and promoting safe migration.
• Maintain familiarity with agencies in the health and other relevant sectors across Mon State, as well as the migration patterns and underlying causative factors.

b) Managing implementation, supervision, and coordination of programme activities
• Oversee project implementation according to workplan, assess progress, and make adjustments to activities and approach as indicated.
• Supervise mobile PHC teams, Community Project Assistants and Outreach Health Workers in terms of efficiency and quality of service delivery.
• Managing and monitoring the patient tracing activities of Outreach Health Workers.
• Ensure the implementation of national guidelines and protocols, suggesting and/or developing improvements as needed.
• With the support of Yangon health staff and Head of Sub-office, and with input from project staff, identify needs and implement initial and refresher trainings for IOM staff, community-based volunteers, BHS and other auxiliaries.

c) Managing the pharmacy and supervising medical commodity distribution
• Supervise drug distribution at relevant sites by the procurement officer.
• Supervise management of pharmacy stock, drug consumption, and the preparation of medical drug orders by the procurement officer.
• Report to Head of Sub-office any discrepancies, damage, and recommendations for improving supply chain management systems.

d) Representation, supporting stakeholder dialogue, and coordination
• Assist Head of Sub-office to organize meetings with key persons in the Townships/Villages, including for supporting rollout of national guidelines.
• Establish and maintain regular formal and informal contact with local authorities, national and international agencies (e.g. NGO, INGO), community leaders, beneficiaries, and other stakeholders.
• Be aware of external environment, including the internal displacement and trans-border aspects, and report any trends or notable events to Head of Sub-office and Programme Manager.
• Uphold and communicate IOM’s institutional structure, programme objectives, and approach to partners and other stakeholders.
• Learn about the priorities and gaps in Mon State and identify areas where IOM can provide support through existing activities or by mobilizing additional resources.

e) Data collection, programme surveillance, data analysis, and reporting
• Compile and maintain a file of official and NGO health data in Mon State to assist in gap analysis, planning, and resource mobilization.
• Monitor health trends (including outbreaks and drug resistance) through data analysis, community meetings, and liaison.
• Report programme data to local authorities, as requested, only after conferring first with Head of Sub-office and programme staff in Yangon; likewise refer any other requests for information or field visit requests (e.g. from NGO, donors, etc.) to Head of Sub-office and Yangon staff before responding.

f) Project monitoring, reporting, and programme development
• Oversee data management, entry, and validation processes and assist to develop qualitative and quantitative reports.
• Assist Head of Sub-office leading and/or facilitating monitoring visits and review meetings, utilizing collected data to demonstrate progress versus targets in implementing activities and achievements.
• Utilize programme data to monitor outputs achieved by individual project staff, IOM staff working in the field in terms of community acceptance, strategic appropriateness and propose and discuss improvements with Head of Sub-office and Senior Programme Associate.
• Actively seek out and communicate constraints and opportunities, working collaboratively at all levels to make improvements.
• Establish functioning systems and databases to ensure routine use of captioned photos showing “IOM in action” per IOM Photography Guidelines and elicit beneficiary testimonies gaining informed consent, and ensure that donor visibility guidelines are implemented; facilitate training of drivers and other key staff on basic photography concepts.

g) Perform any other duties as assigned by supervisors.

Desired Qualifications

• Myanmar national.
• Advanced university degree in Nursing, Public Health or Medicine (must have a valid license to practice).
• Strong programme management skills are necessary, demonstrated by at least 5 years work experience managing health related projects for international organizations or INGOs.
• Sound knowledge of project implementation and evaluation; familiarity with financial and business administration.
• Ability to analyse information, evaluate options, think and plan strategically.
• Experience of managing and developing a team, and ability to lead, motivate and develop others.
• Capacity to work independently; sensitivity to participatory approach, gender issues; personal commitment; efficiency and flexibility.
• Excellent interpersonal, communication, negotiation, and presentation skills, including ability to speak in public.
• Good written and spoken English and Myanmar (speaking Kayin and/or Mon would be an advantage).
• Computer literacy, including Microsoft Office applications.
